摘 要
本文的目的在于研究T市H工业园区产业发展的现状及趋势,把握工业园区在
产业发展过程中的规律,从而为H工业园区的产业发展提供参考和建议,并为其产
业发展战略提出对策及建议。
本文采用了一般论文的现状——趋势与问题——对策三大段的逻辑思路,按照提
出问题——分析问题——解决问题的办法,首先以理论研究成果为指导,分析了 H
工业园区的现状以及面临的主要问题;其次,运用通行的SWOT分析方法对园区及
四大主导产业进行分析和研究;最后,结合H工业园区产业发展的内在要求与产业
发展战略区域,确定其定位和目标,分别设计了园区和四大主导产业的发展战略,从
而比较系统地提出H工业园区产业发展战略,同时为园区的发展制订了战略实施的
措施。
本文的特别之处在于从H工业园区产生的背景及其建设的意义出发,对H工业
园区的发展现状和存在问题进行了较深刻的剖析,分析了 H工业园区的内外部环境、
论证了 H工业园区产业发展的优势、劣势、机遇和挑战,对H工业园区发展的目标
与战略及思路和对策进行合理、科学的功能定位和布局规划。最后,本文得到如下结
论:园区产业发展战略是以优势资源为依托,发展粮油食品、船舶及配套、新材料、
现代物流四大主导产业,形成以产业集群为主体的循环经济产业园。本文在战略实施
方面确定了各产业的主体功能定位、发展目标以及发展规划,并划分了功能园区;对
于H工业园区的发展保障措施给出了六个方面的建议。

Abstract
The purpose of this paper is to study the industry development status and existing
problems of H Industrial Park, to grasp the development law in the process of industry
development and industry cultivation, thus provide references and suggestions for
industrial development of the H Industrial Park, and put forward some countermeasures,
suggestions and using for reference for future industrial development strategy.
This paper adopted the general paper three paragraphs logical train of thought as the
status~trend and problems~countermeasures, according to raise problem —analysis
problem—solution to the problem, first of all, guided by the theory research results, the
paper analyzes the current situation and the main problem of H Industrial Park. Secondly,
using the method of SWOT analysis to analyze and research the four leading industries.
Finally, combined with the inherent requirement and industrial development strategy
regions of H Industrial Park,determined its orientation and target, design the development
strategy of the park and the four leading industries, and systematically puts forward the
industrial development strategy of H Industrial Park, and formulate the strategy
implementation measures for the development of the park.
What is unique about this paper are from the background and the significance of the
construction of the H Industrial Park, to make profound analysis on development situation
and existing problems of the park, and analyze of the interior and exterior environment,
demonstrates the industrial development strengths, weaknesses, opportunities and
challenges of the park, make rational and scientific function orientation and layout
planning the of development goal and strategy. Finally, this paper get the following
conclusions: the industrial development strategy of the park is based on superior resources,
with the development of grain and oil food, ships and supporting, new materials, modern
logistics as four strategic support industries as the leading factor, and form a circular
economy industrial park which take industrial cluster as the main body. In the
implementation of strategy to determine the main body function orientation, development
goals and development plan of each industry, and divides the function zones, and to give
advices for the development safeguard measures in six aspects.
