摘要

在当今经济全球化的时代背景下,生产和传播知识的人力资源己取代资本成

为了重要的战略性资源。作为生产要素中最活跃、最有创造力、最具价值的要素,

人力资源是目前经济发展中的重要的核心的资源。人力资源的开发与管理情况已

经成为决定一个企业是否能良好发展的关键性因素,在这其中,人力资源的合理

配置是人力资源管理工作中的核心。[1]人力资源配置是否合理,对我国中小企业的

短期绩效和长远发展都有重大影响,目前我国企业的深化改革还在继续,如何进

行企业人力资源优化配置,提高企业的生产力与竞争力,在有限的人力与物力条

件下取得最大的经济效益,是当前我国企业关注的焦点。

道路运输业是一个国家经济和社会发展的重要的基础性产业,是经济运行的

关键性因素,也是改善人民群众生产生活的重要条件。作为一家传统的国有道路

运输企业,TC运输公司所面临的干部和职工年龄结构偏大、存在结构断层、管理

人员、汽车修理人员和驾驶员严重缺乏等问题,是阻碍企业发展的一个重要原因,

直接影响企业改制的成败和企业改制后的发展。因此,研究TC运输公司人力资源

配置存在的问题并提出行之有效的解决方案具有十分重要的意义。

本文以人力资源和人力资源配置等有关理论为依据,以TC运输公司发展历

史、发展现状、人力资源配置现状和人力资源配置环境分析等为依据,提出了 TC

运输公司人力资源配置的优化方法及保障措施。

首先,介绍了人力资源和人力资源配置的有关理论,其次,介绍了 TC运输公

司的发展历史、发展现状以及公司的人力资源配置现状,提出了公司人力资源配

置中存在的主要问题,对问题产生的原因加以分析;再次,运用SWOT分析法对

公司人力资源配置的环境情况进行分析,根据对公司人力资源需求情况和岗位的

分析,提出了人力资源优化配置的具体方法和保障措施。

通过本文的研究,希望能为TC运输公司人力资源配置中存在的问题提出有价

值的优化方案,最终增强公司的竞争力,为公司的可持续发展做出贡献。

Abstract

In the historical background of economic globalization, human resources which

produce and spread knowledge, has replaced the capital become the most important

sirategic resources nowadays! Human resources as the most active、creative、valuable

key factors of production is an important resource of the sustained economic growth.

The development and management of human resources has become an important factor

of enterprise development, arid the allocation of human resources is the core content of

human resource management. Human resource allocation has a great impact on the

short-term performance and long-term development of the state-owned enterprises. At

present, state-owned enterprises furtherance of the reform keep on,how to optimize the

allocation of human resources, improve the productivity and competitiveness and

achieve maximum economic benefits with limited human and material conditions, is the

focus of the state-owned enterprises.

As an important infrastructure and basic industry of national economy and social

development, Road transport industry is the lifeblood of economic, and also plays an

important role in improve people's living. As a traditional state-owned road transport

enterprises, TC Transport Company faces old age structure of cadres and workers,

structural faults, lack of management personnel, auto repair personnel and drivers, etc. It

is a very important reason to hinder the development of enterprises, and it directly

affects the success or ,failure of the enterprise reform and the development of after the

reform. Therefore, the study on the human resource allocation of TC Transport

Company has a very important practical significance.

With the basis of the theory of human resources and TC transport company

development history, present situation of human resources allocation and the allocation

of human resources environment analysis, this paper proposed the human resource

configuration optimization and protection measures of the TC transport company.

In this paper, it introduced the related theories of human resource and human

resource allocation first,then the development history,development status and the

company's human resource allocation status quo of the TC transport company, and

analyzed analysis the environment of company human resource by the SWOT and PEST,

and pointed out the main problems of human resource allocation in the company; thirdly,

illbased on the analysis of the demand of human resource, proposed three methods to

optimize the allocation of human resources and four kinds of safeguard measures.

Through the research of this thesis,hoping to make valuable optimization scheme

of the human resource configuration, enhance the competitiveness, and contribute to the

sustainable development for TC Transport Company.
