摘 要
员工是企业的主人,是企业发展的重要力量,更是企业核心竞争力的关键
因素,所以,人力资源管理是企业管理的重要组成部分。成功的人力资源管理,
不仅仅要有良好的企业管理,更要能在思想上引导员工正确转变,影响员工行
为方式,同时,能促使员工自身提高其综合素质,在立足于企业发展的同时,
增强员工的自我完善能力,并加强其稳定性,以及个人发展方面奠定良好基础,
并为企业未来发展提供坚实的人才储备。然而,国内不少企业由于人力资源优
化配置的目标和内容设计缺乏针对性、前瞻性,效果往往不能够令企业和员工
满意。本文选取高危行业中的煤炭企业,并且是国内煤炭行业管理成熟度较高
的一家生产型国企的子公司作为研究样本,通过实地调查研究,结合问卷调查
及访谈法的形式,了解国有煤炭企业在人力资源优化配置方面的现状和问题。

研究的主要目的旨在将人力资源开发、管理、利用向人力资本转化使其主动适
应企业发展的需要,即完善和分析煤炭企业在人力资源有效配置方面的措施,
并为国内其它企业,尤其是离职率较高的高危行业在人力资源优化配置方面提
供借鉴。该研究成果也为以后更全面系统的研究提供基础。研究表明,现阶段
的人力资源优化配置附有时代特征、行业特点,需要科学分析,合理化管理;
从心理上引导员工,激发员工的内在动力,只有这样,才能促使目标的实现,
满足企业和社会的需要。

Employees are a business owner, is an important force in the development of
enterprises, it is the core competitiveness of enterprises a key factor, therefore, human
resource management is an important part of enterprise management . Successful
human resources management, not only have good corporate governance , but also
encourage their employees to be able to correct the ideological changes affect
employee behavior , meanwhile, can induce its own staff to improve their overall
quality, based on the companies in the development, enhance the staff's ability to
self-improvement , and to strengthen its stability, as well as personal development has
laid a good foundation for future development of enterprises to provide a solid talent
pool . However, many domestic enterprises due to optimal allocation of human
resources objectives and content of the lack of specific design and forward-looking .
Results are often not able to make business and employee satisfaction. This paper
selected high-risk industries of coal enterprises, and domestic coal industry, a higher
maturity production subsidiary of state-owned enterprises as the research sample,
through field research, combined with questionnaires and interviews in the form of
state-owned coal enterprises to understand optimal allocation of human resources
aspects, both current and problems. The primary purpose of the human resources
development, management, utilization of human capital transformation to take the
initiative to meet the business needs of the development, Improvement and analysis
that coal enterprises in the efficient allocation of human resources aspects of the
measures, and to other domestic enterprises, especially high turnover rate in high-risk
industries optimize the allocation of human resources to provide reference. The
research results also for future research to provide a more comprehensive and
systematic basis . Studies have shown that optimal allocation of human resources at
this stage with period features, industry characteristics, require scientific analysis,
rationalization of management.from the psychological guide employees to stimulate
intrinsic motivation of employees, the only way to promote the goals and meet the
needs of business and society.
