然而,生物医药产业作为一门较为独立产业门类,有其自身的发展特征和关键要素,传统产业发展所遵循的规律并不能全面解释生物医药产业的成长。为了杭州余杭经济技术幵发区生物医药产业得到更好发展,本文通过对生物医药发展历程、发展特征的深入分析,得出发展生物医药产业需要把握的关键要素,并利用生物医药发展集聚区成功案例对所得出的关键要素进行验证。

最后围绕这些要素,通过对杭州余杭经济技术开发区发展生物医药产业的SWOT分析,并进一步提出构筑和优化适合生物医药产业发展的产业环境的产业战略。

杭州余杭经济技术幵发区位于杭州市北部的余杭区,是杭州工业发展的重要基地,杭州东北部面向上海国际大都市的“桥头堡”。1993年成立之初是一个省级开发区,经过20年的发展,基本形成了生物医药、电子电气、装备制造、纺织服装等四大产业,并于2012年升级为国家级幵发区。据统计,截止2012年底,开发区共实现规模工业产值557. 1亿元,实现规模工业增加值106. 15亿元,实现税收收入33. 72亿元。位列浙江省商务厅全省国家级开发区综合考评排名第五位。但作为国家级开发区的新秀,与许多优秀的国家级幵发区相比还有很大的差距。为此,杭州余杭经济技术开发区将生物医药产业的发展作为其今后发展的首位,着力打造高新企业城,力争跻身国家级幵发区第一梯队。

生物医药产业是21世纪的朝阳产业,预计到2020年,将进入高速发展阶段,并成为全球经济的主导产业之一。为此,受到世界各国高度重视,美英日等发达国家都将生物医药产业作为抢占21世纪制高点的战略产业给予重点发展。

我国人口众多,拥有丰富的资源,发展生物医药具有得天独厚的条件。为此,我国也针对生物医药产业连续制定了 “H■—五”和“十二五”两个规划刚要,明确提出了重点发展生物医药的战略任务。杭州余杭经济技术开发区在发展生物医药产业方面具有独特的区位优势,是“杭州生物产业国家高技术产业基地余杭拓展区”,是浙江省唯一一个外商投资生物医药产业示范基地,当地经济发达、富裕,在医药产业发展方面己有一定的基础和产业集聚,特别近年发展迅速,先后有诸如瑞士诺华、美国礼来、法国赛诺菲等世界五百强制药企业,杭州民生、台湾杏辉、海南普利、杭州胡庆余堂等国内知名制药企业纷纷落户。

然而,生物医药产业作为一门较为独立产业门类,有其自身的发展特征和关键要素,传统产业发展所遵循的规律并不能全面解释生物医药产业的成长。为此,要在生物医药发展上有所作为,必须结合开发区的自身情况,对生物医药产业的发展特征和关键要素有着深入的分析和研究,并充分把握这些关键要素,重新构筑和优化适合生物医药产业发展的产业环境,实行产业的集聚,从而提升自身产业竞争优势。
