摘要
国家水电从“十一五”有序开发到“十二五”积极开发,尽管支持力度加大,
但随着一段时期的建设,一批大、中水电站建设相继建成发电,标准着中国水电
步入了 “后水电”开发时代,中国水电建设市场不断萎缩;水力资源是有限资源,
在曰渐萎缩的国内水电建筑市场,产能明显过剩。今后水电发展的主要问题是流
域生态破坏及相关社会影响比较突出,给水电开发带来了阴影,开发速度明显放
缓;在国家“十二五”规划任务完成以后,水电工程将急剧减少,为此水电施工
企业的生存必然提上议事日程。我国加入WTO十年,国内建筑市场对外开放取
消各种限制,向世界敞开大门,中水建设集团水电八局面临着更大的挑战和机ii,
寻找潜在的市场及与国际建筑承包商同台竞技是水电八局发展必须面对的挑战
在此竞争环境下,水电八局如何保持国内水电建筑企业的地位与市场份额,如何
积极主动开拓新的市场,如何与国际接轨已经成为水电八局面临的一个严峻问
题。本文适时针对水电八局发展战略进行研究,对水电八局发展有积极的作用
本文以中水建设集团水电八局为研究对象,通过对我国水电建筑企业外部环
境分析及企业自身优势和劣势分析,运用战略管理理论与方法探讨出水电八局的
发展战略及其实施对策
本文的研究内容有:首先,回顾了企业战略管理研究历程、企业战略管理相
关理论,以及战略管理的基本分析工具。其次,分析了水电八局的内部因素及其
竞争力,指出水电八局存在的优势和劣势。接着对我国水电建筑业外部环境分析,
得出水电八局的发展机会和威胁,在此基础上,运用SWOT分析工具,提出了
水电八局的增长型战略,并提出了水电八局具体的职能战略。最后,就水电八局
实施其发展战略及其保障措施做了具体探讨

Abstract
National hydropower from the orderly development of the period of llfli

Main problem is the watershed of the hydropower development in the future
ecological destruction and the related social impact is prominent, brought shadow to
hydropower development, the development speed of the slowdown in the; At the
national 12th five-year plan after the completion of the task, the hydropower project
will be sharply reduce, for hydropower construction enterprise's survival is bound to
put on tiie agenda. China's accession to the WTO ten years, the domestic construction
market opening to the outside world to cancel restrictions, open the door to the world,
water hydropower eight innings construction group is facing greater challenges and
opportunities, to find the potential market and compete with international construction
contractors are hydropower development must face the challenge of eight innings.
Hydropower eight innings in this competitive environment, how to keep the domestic
hydropower construction enterprise status and market share, how to actively explore
new markets, how to in line with international standards has become a serious
problem facing hydropower eight innings. This article eight innings in hydropower
development strategy research, timely development have a positive effect on
hydropower eight innings.
Based on water and hydropower eight innings construction group as the research
object, by analyzing China's hydropower construction enterprise external environment
and their own advantages and disadvantages analysis, using strategic management
theory and method of a hydropower development strategy and its implementation
countermeasures of eight innings.
In this paper, the research contents are as follows: first of all,review Ihe
enterprise strategic management research process, the enterprise strategic
management related theory, as well as the basic analytical tools of strategic
management. Hydropower eight innings of the second,analyses the internal factors
and the competitive power,hydropower eight innings of advantages and
disadvantages are pointed out. Then on China's hydropower construction, the external
environment analysis, the development opportunities and threats of hydropower eight
innings, on this basis, the SWOT analysis tool, proposed hydropower eight innings
growth-type strategy, and puts forward the strategic hydropower eight innings of
specific functions. Hydropower eight innings last, measures to ensure its development
strategy and its implementation makes concrete discussion.
