摘要
21世纪是知识经济时代,国家或地区之间的竞争主要是科技、知识和人才的竞争。

近年来,珠海市深入实施“人才强市”战略,引进和培养出一大批社会经济发展所需
要的高层次人才。但是也要清醒的看到,面对社会的需求和国内外人才的竞争,珠海
市的高层次人才队伍建设还处于初级阶段,其人才队伍的总量偏低、结构优化程度不
够、人才分部不均匀、配套政策和设施还比较落后。因此,正视珠海市人才建设存在
的问题,积极探索高层次人才队伍建设的对策,对于加紧建设珠江口西岸核心城市的
珠海市来说是极其必要和紧迫的。

本文以管理学的角度,通过调查对比等实证方式,探索了在全球经济一体化和我
国政治经济体制不断变革的条件下,人力资源开发和管理、科学的人才观念以及先进
的人才政策在经济社会发展中的指导作用,强调了高层次人才在社会实践中对经济社
会发展的支撑和中心地位。论文依据珠海市人才建设的实际情况,运用人力资源管理
学、人才学、政治学等相关原理,从高层次人才队伍战略规划的定义、内容、意义等
角度进行了阐述,对珠海市当前所处的外部竞争环境和内部人才管理现状进行了调研
和分析,摸清高层次人才队伍的发展现状,了解高层次人才队伍建设基础和起点,并
尝试使用经验预测法、PEST宏观环境分析法、比较分析法、图表分析法和案例分析法
等科学的方法,根据当前产业结构调整和未来产业发展方向以及社会发展趋势,预测
了未来四年来珠海市对于高层次人才的供求情况,同时借鉴国内在高层次人才引进和
开发方面的先进经验,明确珠海建设高层次人才队伍的目标和思路,提出了进一步加
强高层次人才队伍建设的解决方案和对策:更新人才观念,加强人才组织机构建设;
加大引进高层次人才力度,多元化地引进高层次人才;制定层次鲜明、衔接配套的人
才政策;加强人才载体培育和建设,健全人才服务体系;优化人才发展环境,创造成
才的环境,加强人才区域一体化建设。

本文希望通过对珠海市高层次人才队伍战略规划的实践应用,探索出适合珠海市
现状并能为其带来竞争优势的人才战略方法和流程。同时,本文对地级市转变引才、
留才观念和模式,完善人才管理体系,满足地区经济发展对人才的需求等方面具有一
定的借鉴参考意义。

ABSTRACT
21st century is the era of knowledge economy, competition among countries or regions
is primarily technological know-how and talent competition.In recent years, in-depth

team of target and thought, made has further strengthening high-level talent team
construction of solution programme and countermeasures: update talent concept,
strengthening talent organization institutions construction,And step up efforts to attracting
highly qualified people, attracting highly qualified people with diversified, developing
distinct levels, cohesion policies supporting talent; carrier cultivation and construction of
strengthening talents, improve the service system, and optimize talent development
environment, creating talent environment, step up the construction of regional integration.
This article hopes to Zhuhai high-level talents team strategic planning practice, explore
appropriate to the current situation of Zhuhai and will bring competitive advantage to their
