针对现有采购方式研究，不难发现采购外包决策过程考虑因素主要
集中在成本要素上，而从整体运营角度分析缺乏综合性。为了提高采购
外包决策的科学性与准确性，本论文通过对供应链管理、采购方式以及
采购外包理论的研究，以 Z 公司采购外包存在的问题为出发点，提出应
该从经济成本效益与供应管理指标两个角度综合考虑采购外包决策。通
过对相关十大要素的选择，运用层次分析法对要素的重要性与采购方式
的适用性进行比较，建立了采购外包决策模型，并使用相关性分析法简
化模型，大大地减少了决策工作量。为增加模型使用的便捷性与企业使
用的实用性，本文将决策外包模型系统化，运用计算机与网络软、硬件
技术对系统的实现方案作了研究。
本文还通过电子行业外包采购情况分析，从采购职能外包程度加以
区分，提出了区分于采购外包的半外包采购方式，方便对采购问题的讨

ABSTRACT
Procurement is recognized as a very important part in the supply chain
management, it plays as a bridge between the upstream and downstream of
the businesses operation, the link between demand and suppliers.
Procurement outsourcing is a new procurement model in supply chain
management. With its advantages in cost and efficiency, it has become a new
developing trend. Enterprises can reduce procurement costs, inventory
holding risk through procurement outsourcing, and companies can focus its
resources efficiently on their core business to improve productivity and
service levels.
Through the research on current procurement methods, I find that the
decision making process is mainly focused on the cost factors, which neglects
factors from perspectives of operation. In order to improve the accuracy of
the decision-making process on procurement outsourcing, based on the
researches on theories about supply chain management, procurement method
and procurement outsourcing, together with the procurement problems in
Company Z, the idea of this thesis is try to consider cost factors and supply
chain factors in a comprehensive way, and to construct a model by using
Analytical Hierarchy Process, to simplify the model by correlation analysis
and to build a computer aid decision making system. The system combinesthe
hard ware, software and network technology and increases the practical
meaning in applying the procurement outsourcing decision making model.
This thesis also proposes a new concept of partial procurement outsourcing
from the degree of outsourcing function.
