安全文化是人类在社会发展过程中为维护安全而创造的各种产品以及形成的观念
的总和。本文从文化的角度、人的特性与安全生产客观要求的最佳结合，使人的价值观
念、思维方式和行为规范与电力企业安全生产适应，从而避免在生产经营过程中因人的
失误导致的事故。

本文对供电企业安全文化的内涵、层次进行了论述，在此基础上，对县级供电企业
安全文化建设的必要性进行了详细的剖析。对县级供电企业如何构建以人为本的安全文
化体系进行了论述，给出安全文化构建的途径。最后，安全文化构建实际应用到金乡供
电公司，用工作流程图比较直观的方式详细说明了安全文化建设的过程，对该公司的安
全文化建设进行了定量的评价分析，对其它县级公司持续改进安全化建设提供一定的参
考。
