摘要
以气候变暖为主要特征的全球气候问题已成为21世纪人类面临的最大的环境
挑战。随着我国碳排放交易、能耗“双控”等碳规制政策纵深推进,以低碳技术创
新为先导向绿色低碳发展模式转型成为实现“双碳”战略目标和经济可持续发展的
重要支撑。作为科技与经济深度融合的重要抓手以及国家的顶层战略设计,产学研
协同创新通过网格化创新发展模式集聚低碳技术创新资源,可以提升低碳创新效率
与低科技成果转化率。因此,必须清晰地剖析与把握碳规制对低碳技术创新的产学
研协同水平的影响。当前碳规制政策是否促进了低碳技术创新的产学研协同?促进
效果如何?其作用机理与当前实际是否相符?这些问题亟待解决。本文基于上述背
景展开探究,为进一步完善碳规制政策提供一定的理论依据,也对促进低碳技术创
新产学研协同发展、提升低碳技术创新产出和推动地区低碳转型具有重要的现实意
义。
本文在界定碳规制、低碳技术创新和产学研协同水平的概念基础上,梳理碳规
制与产学研协同的相关文献,应用低碳经济理论、外部性理论、创新补偿理论、可
持续发展理论及博弈论,构建碳规制政策下的低碳技术创新产学研协同演化博弈模
型,揭示了碳规制对低碳技术创新产学研协同水平的影响机制。在此基础上,选取
全国30个省域2011-2019年的面板数据,构建固定效应模型,实证检验了博弈模型
所揭示影响机制的现实有效性。研究发现:第一,碳规制对低碳技术创新的产学研
协同水平推动显著。提高碳规制强度可以提高产业方和学研方的策略向协同状态的
收敛速度,提升低碳技术创新的产学研协同水平;第二,碳规制对低碳技术创新产
学研协同水平的影响存在区域异质性,对东中部影响显著,对西部影响不显著。第
三,地区工业化水平、地区研发能力、地区法治水平和地区基础设施水平对低碳技
术创新的产学研协同水平有显著的正向影响。因此,本文认为,为提高低碳技术创
新的产学研协同水平,政府应纵深推进碳规制政策,通过搭建产学研合作平台、完
善制度保障等措施,加快低碳技术创新成果的产出。

ABSTRACT
The global climate problem characterized by climate warming has become the
biggest environmental challenge facing mankind in the 21st century.With the in-depth
promotion of China's carbon regulation policies,such as carbon emissions trading,total
energy consumption and intensity control,the transformation of green and low-carbon
development model guided by low-carbon technological innovation has become an
important support for achieving the goal of carbon peak carbon neutrality and sustainable
economic development.As an important starting point for the deep integration of science
and technology and economy and the top strategic design of the country,the collaborative
innovation of industry,university and research can gather low-carbon technological
innovation resources through the grid innovation development mode,which can improve
the efficiency of low-carbon innovation and the conversion rate of low scientific and
technological achievements.Therefore,it is necessary to clearly analyze and grasp the
impact of carbon regulation on the level of industry-university-research synergy of
low-carbon technological innovation.Does the current carbon regulation policy promote
the industry-university-research collaboration of low-carbon technology innovation?
How about the promotion effect?Is its mechanism consistent with the current reality?
These problems need to be solved urgently.Based on the above background,this paper
explores to provide a theoretical basis for further improving the carbon regulation policy,
and also has important practical significance for promoting the collaborative development
of low-carbon technology innovation industry,university and research,improving the
output of low-carbon technology innovation and promoting regional low-carbon
transformation.
On the basis of defining the concepts of carbon regulation,low carbon technology
innovation and industry-university-research synergy,this paper combs the relevant
literature of carbon regulation and industry-university-research synergy,and applies low
carbon economic theory,externality theory,innovation compensation theory,sustainable
development theory and game theory to build a low carbon technology innovation
industry-university-research synergy evolution game model under the carbon regulation
policy,it reveals the influence mechanism of carbon regulation on the level of
cooperation between industry,university and research of low-carbon technology
