I 摘 要 自中国经济进入高质量发展的新常态背景下，国家对“三农”问题越发重视、 在化肥行业上既有“零增长”、产品转型升级等绿色发展趋势，又从本质上要求 进行供给侧改革。同时国家站在国有大型企业的角度上，提出进一步深化所有制 改革的建议。将化肥行业变革与国企实行混改结合后，发现此两者均对企业内部 科学制定财务战略、有效配置财务资源、快速提升财务管理效益等内容提出了更 高的要求。而W化肥公司作为S省重点国有化肥类企业，并于2016年实施了 混合所有制改革，成功地将以上三者背景集于一身的情况下，仍出现了连续7年 间扣非净利润呈现负值，亏损值近百亿的财务管理问题，且自身发展出现停滞或 落后等情况。 本文以W化肥公司2016年混合所有制改革后的公司财务数据为基础，优 先分析W化肥公司具备的财务资源与能力。同时对标混合所有制改革在国企层 面提出的财务要求，找出W化肥公司现在具有的优、劣势；同时借助PESTG分 析、波特五力分析等方法，对标宏观、中观背景下同类型化肥公司，得到化肥行 业目前所具有的机会、威胁。最后利用SWOT分析方法综合得出目前W化肥公 司的所处环境，结合公司原有战略方向与财务指标，重新制定出适合W化肥公 司发展的“稳健型”财务总体战略及“差异化”财务竞争战略。并针对企业内部 的劣势资源及能力，对应的提出融资、投资、资本结构、资金运营能力、财务人 力资源等六个方面的职能策略。考虑到财务管理执行的困难，补充组织保障、政 策保障、文化保障等方面的优化措施。 关键词： 化肥公司；国企；财务战略；混合所有制改革 Abstract II Abstract Since China’s economy has entered the background of the new normal of high- quality development, the country has paid more and more attention to the issues of “agriculture, rural areas and farmers”.
