摘要 作为拥有千万以上管理人口的特大城市，深圳市是粮食的纯销区，粮食安全主 要依赖政府储备粮和市场化中转的经营，港口散粮接卸基础设施较为落后，粮食流 通成本总体偏高。对比国内其他兄弟城市及国外临港粮油工业园的建设，深圳市在 港口粮食物流基础设施方面面临着较大的差距。同时该项目的经济效益显著，是深 圳粮食集团提升企业的核心竞争力，实现由传统的粮食企业向新型的粮食物流服务 企业转型的重要举措，有利于推进传统产业的结构优化升级，为进一步打造华南地 区最具特色的现代化粮食物流节点打好基础。 该项目建设的目标是初步形成产销一体化、节链网络化、骨干四散化、运作市 场化的现代粮食物流体系，尤其是使广东省沿海、沿江的骨干性粮食物流基本符合 “四散化”的要求。 本课题以DCW码头现有资源、拟建项目、预期目标等为基础，开展该项目的技 术和经济等各项指标的分析研究，拟解决的关键问题是，（一）基于保障粮食流通便 捷，降低储备粮物流成本的要求，通过分析论证，对DCW粮食物流节点项目必要给 出明确评判。（二）对于DCW粮食物流节点项目其周边地理环境、基础条件、交通 条件、物流情况等做出详细可行性分析，提出完善及改进建议。（三）综合各种工程 方案，对比分析其技术、经济可行性，在保证粮食安全储存的情况下，给出方案建 议。 关键词，粮食物流 项目投资 可行性研究II Summary As a super-large city with a population of management tens of millions of dollars, shenzhen is the pure grain olization, grain security is mainly dependent on the government grain reserves and marketization transit business, port bulk grain discharged infrastructure is relatively backward, grain circulation cost on the high side as a wholepared to other brothers domestic cities and overseas lingang grain and oil industrial park construction, shenzhen in grain logistics infrastructure is faced with the larger gap.
