中国企业海外投资风险防控研究
----以中国水电建设集团为例

摘 要
近年来，中国企业海外投资规模和数量的不断增多，其所面临的风险也不断
升级。本文以海外投资风险及防控相关理论为基础，分析、总结中国企业在进行
海外投资时所面临的各类风险，以案例分析的方式对我国海外投资存在的风险进
行佐证，根据风险的不同类型提出相应的对策建议，全文研究内容如下：
分析中国企业海外投资风险防控的研究背景及意义，梳理国内外海外投资风
险及防控研究现状，收集整理国内外普遍认可的海外投资研究成果，指明海外投
资风险防控的重要性。详细阐述我国海外投资四个阶段的发展历程和近几年海外
投资所取得成效，对当下所面临的困难和问题进行了汇总分析，重点从国际环境、
政府层面、企业层面详细的分析我国海外投资的风险成因。随后从政治、经营、
其他三方面阐明我国海外投资所面临的共14个方面的投资风险，充分利用层次分
析法建立海外投资风险评估指标体系并提出评估方法。以柬埔寨甘再水电站投资
项目为例，分析柬埔寨甘再水电站投资项目在建设、投产运营期间可能面临的各
类风险，运用风险评估指标体系，通过德尔菲法对指标体系加以权重赋值，通过
模糊数学的计算方式，得出评价结果对以上分析加以佐证。最后，针对我国海外
投资和案例分析中最为常见的几类风险进行分析，从政治风险的角度分别就国有
化风险和汇率风险提出防控策略；从经营风险的角度提出健全风险防控体系以及
就市场变化风险、决策风险、技术风险的提出防控策略；从其他风险角度就信用
风险、社会责任风险、不可抗力风险提出防控策略。同时提出在政府层面关于市
场化原则、优化产业结构、角色转变、审批手续、构建政府支持的服务平台等方
面的政策建议
通过对中国企业海外投资风险的研究和调研，期望通过分析研究和制定出的
对策建议，为我国海外投资活动提供帮助

ABSTRACT
In recent years, the scale and quantity of overseas investment of Chinese
enterprises are increasing, and the risks they face are also escalating. Based on the
related theories of overseas investment risk and prevention and control, this paper
analyzes and summarizes the various risks faced by Chinese enterprises in carrying out
overseas investment. In the case of case analysis, the risk of overseas investment in
China is verified and the corresponding countermeasures and suggestions are put

This paper analyzes the research background and significance of overseas
investment risk prevention and control in China, combs the status of overseas
investment risk and prevention and control research at home and abroad, collects and
collects the widely recognized overseas investment research results both at home and
