摘要
进入 21 世纪以来，水土流失问题已经受到了全球范围的广泛关注，中国目
前面临经济发展与环境压力的双重矛盾，而甘肃省地处祖国西北部, 荒漠广布，
水土流失严重且情况复杂。虽然国家对甘肃省水土保持项目投入逐年加大，但
由于水土流失治理基数大，任务艰巨，仍存在治理投入不足，用于水土流失治
理专项资金存在“重投入、轻效益”的现象，项目资金无法发挥最大效益，地
方政府财力困难，资金监管不力等问题。

本文从甘肃省水务投资有限责任公司（以下简称“水投公司”）水土保持
项目资金管理切入，分析水投公司水土保持项目资金管理过程中存在的问题及
资金供给、募集渠道，从过去单纯依靠政府投资到成立水投公司政企结合扩展
资金渠道，重点针对水土保持项目资金在立项、拨付、使用、审计、评估等管
理问题进行研究，帮助寻求项目资金规范合理的支出流程，综合评估水投公司
水土保持治理项目资金的使用效益，就如何提高项目资金使用效率给出可行性
建议，对该公司水土保持项目资金管理的全过程提出改进方案，使其更具有科
学性和针对性。

本文综合运用经济学、管理学中财务管理和项目管理理论，在世界银行贷
款项目管理的理论研究的基础上，对水投公司水土保持项目资金管理现状、使
用的各个环节进行分析，同时借鉴了黄土高原世界银行水土保持项目资金管理
的成功经验，提出对水投公司项目资金使用管理过程各个环节中存在的问题和
可改进的对策建议，制定水投公司水土保持项目资金管理目标和设立原则，从
资金管理流程具体到资金预算、拨付、使用、审计、评估、风险防范各环节形
成改进方案。本文主要创新点从水投公司项目资金管理角度出发，将水土保持
项目管理从公益性到营利性目标进行研究，对比分析项目管理中政府和企业的
优劣性，突破政府管理局限，发挥企业优势，最大限度管好用好项目资金。

Abstract
Since the beginning of the 21st century, the problem of soil and water loss has been widely
concerned about the global scope. China is facing the double contradiction between economic
development and environmental pressure. Gansu Province is located in the northwest of the
motherland. The desert is widespread and the soil erosion is serious and complicated. Although
the state of soil and water conservation projects in our province increased year by year, but due
to soil erosion control base, the task is arduous, there are still inadequate investment in
governance, for soil erosion control special funds there is heavy investment, light benefit
phenomenon, project funds cannot play the greatest benefits, the local government financial
difficulties, poor financial supervision and other issues.
This paper analyzes the problems in the management of water and soil conservation projects
from the water management project of Gansu Water Investment Co., Ltd. (hereinafter referred to
as Water Investment Company), and analyzes the problems existing in the management of
water and soil conservation projects and the supply of funds and recruiting channels. The
government invests in the establishment of water investment company government and

（一）研究背景与研究意义
1、研究背景
我国从过去追求经济发展速度到现在追求质量，越来越重视对生态环境的保
护和治理，而水土保持是生态环境保护的重点发展问题。我国西高东低的地势特
点，加之西北地区干旱少雨，水土流失问题愈演愈烈，水土流失治理面广量大，
山体沟道侵蚀严重，农民耕地条件恶劣，防治水土流失任务严峻。而土地是国民
经济和社会发展的基础，是农业增产农民增收的关键。水土保持自然就成为国土
整治、江河治理的根本。

自从上世纪八十年代国家启动水土保持治理项目以来，逐年加大水土保持项
目资金投资，全国水土保持生产建设单位累计投入治理资金 4000 多亿元，减少
水土流失量 20 多亿吨，有效遏制了风电、矿产、交通、房地产等开挖回填项目
人为原因造成的水土流失。

甘肃省自 1983 年在定西市安定区启动实施国家水土保持重点建设工程至今
30 多年来，工程实施区域范围和治理措施规模逐年扩大。截止 2015 年底，水土
流失面积综合治理累计 3589 平方公里，国家共投入财政资金支持 5.5 亿元，有
效改善了甘肃省荒漠干旱、土地贫瘠的生态环境，遏制人为原因造成的水土流失，
促进项目实施地区域经济发展，耕地环境改善，治理成果突出。

水投公司（以下简称“水投公司”）是承担甘肃省大中型水利工程项目法人。

该公司成立于 2014 年 3 月，是集公共服务、投融资和生产经营功能为一体的大
型国有公益类独资企业，公司注册资本 50.8 亿元。水投公司的成立使甘肃省水
土保持工程的投资主体从单纯依靠政府投资转向政府、企业共同投资。作为水土
保持工程项目法人，水投公司将以追求经济利益为根本目标和动力，发挥企业社
会责任，力争达到水土保持工程的社会效益和经济效益。由此，经济利益最大化
的实现和项目资金管理的优化是目前企业管理的首要任务和重要手段。

黄土高原水土保持世界银行贷款一期项目于 1994 年开始施工，实施期 8 年。

从 1994 年 1 月至 2001 年 12 月，涉及总面积 1.6 万平方公里，横跨陕西、山西、
甘肃、内蒙古 4 省（区）的 7 个地（市）、22 个县（旗），治理水土流失面积
约 1.4 万平方公里，包括沟壑区和风沙区等水土流失地貌。黄土高原世行贷款项
