本文采用宏观分析与微观分析相结合的方式,首先阐述了农村金融理论及
组建村镇银行理论基础以及国外乡镇银行和社区银行的成功经验；然后通过分
析大理渝农商村镇银行的发展现状,总结村镇银行的发展优势,证明村镇银行是
可以存活的,是可以在农村区域经济中发挥积极作用的。同时针对大理渝农商村
镇银行发展中存在的内部和外部问题,找出相应的解决办法；最后运用 SWOT 分
析方法,全面分析了村镇银行的优势、劣势、机会和威胁,进而提出了大理渝农
商村镇银行持续稳健发展的策略建议。

At present, financial system in Chinese rural areas is unsound. Low coverage of
outlets, insufficient supply of financial resources, inadequate market competition and
other issues are prominent. To deepen the reform of financial system in rural areas,
the CBRC introduces incremental dominant factors, leading covenant-tile, diversified
funding sources and flexible equity governance structure village banks to rural
financial markets. The establishment of village banks is an effective way of
deepening reform of rural financial system. It is the result of financial innovation in
rural areas. To some extent, it will alleviate the contradiction between supply and
demand of financial services in rural areas. And it is one of the important issues in
rural financial research subject.
This paper combined macro analysis with micro analysis. At first, it expounds
the theory of rural finance, the theoretical basis of forming rural banks and the
successful experience of overseas rural and community banks. Second, it analyzes the
development status of Dali Chongqing Rural Commercial Bank, and summarizes the
development advantages of rural bank. It proves that village banks can survive, and
play a positive role in the economy. Meanwhile, for internal and external problems
which exist in Dali Chongqing Rural Commercial Bank, it finds out solutions. Finally,
SWOT analysis method is used to analysis the strengths, weaknesses , opportunities
and threats of rural banks. And put forward strategies which promote the healthy
development Dali Chongqing Rural Commercial Bank.
