摘 要
中华民族自古以来就十分推崇道德的社会规范作用,尤其重视官员道德(以
下简称“官德”)的导向作用和示范效应,把个人品德、家庭美德、社会道德与
官德紧密联系起来,强调格物、至知、正心、诚意、修身、齐家、治国、平天
下的有机结合和统一。“人无德不立,官无德不为,国无德不兴”。“德”作
为一种上层建筑和社会意识,是由社会存在、经济基础所决定的。德的建设的
好坏,体现着一个国家民众的精神状态,影响着一个民族事业的兴亡盛衰。我
国是中国共产党领导下的多党合作制国家,加强对公职管理人员,特别是领导
层管理人员德的建设,关系到党的路线方针政策的贯彻落实,关系到整个社会
改革发展稳定的大局,关系到一方群众的幸福安康。领导层管理人员作为党政
机关、企事业单位等公共部门依法从事公务活动并担任一定领导工作或管理工
作的公职人员,决定了其身份和职业活动的特殊性。基于此,管理人员的德具
有鲜明的特征,即其一,管理人员的德处于职业道德体系的最高层次。对管理
人员德的要求不能等同于一般群众。其二,管理人员的德对整个社会道德建设
具有重要的表率作用。管理人员在各行各业、各部门起着领导和指挥的作用,
处于组织者和领导者的地位,其德的涵养如何、思想作风如何,直接关系到党
在群众中的形象,也关系到整个社会道德风尚的状况。因此,德在方向上的导
向决定作用,已成为当今社会健康持续发展的重要精神支柱,成为国家长足发
展的根基和保障,它既是个人发展的基石,也是国家发展的基石,我们可以仰
望一座大楼入云的高耸,可是我们更需深切的看到最基础最根本的德的沉淀。

党的十七届六中全会提出,社会主义核心价值体系是兴国之魂,是社会主
义先进文化的精髓,决定着中国特色社会主义发展方向。道德建设作为构建社
会主义核心价值体系的重要内容,日益受到党和全社会的重视。中组部于 2011
年 10 月下发<关于加强对干部道德的考核意见的通知》强调,加强对干部德的
考核,是贯彻落实德才兼备、以德为先用人标准,选准用好干部,树立正确选
人用人导向的重要举措。2012 年习近平同志指出“要把干部德的考评结果作为
干部选拔任用的首要依据,从而便于量才录用,因材适用,避免大材小用,庸
才重用”。为此,如何考核干部的德,是人力资源管理工作中的一大难点。如
何合理、严密、全面、准确地考核评价干部的德,提高对领导层管理人员德的
考核的科学化水平就成为了组织管理者努力的方向,也是我们必须坚持并发展
完善的不懈追求。本文首先从德的建设的重要性和加强管理人员“官德”建设
的必要性、科学考核管理人员德的概念及研究现状入手,通过管理学、人力资
源管理等基本理论,在借鉴和吸收国内外相关的研究成果基础上,对玉溪管理
人员,特别是领层管理人员德的建设现状进行深入分析,得出了玉溪管理人员
德的考核存在的原因和问题。然后在此基础上,以玉溪管理人员,特别是领导
层管理人员为研究对象,设计了如何加强领导层管理人员德的考核调查问卷。

通过对调查问卷回收和分析,得出群众对管理人员德的量化考核的关注度和各
个因素的比例状况,建立起玉溪管理人员量化考核模型,有针对性地提出加强
玉溪管理人员德的科学化考核机制、措施和对策,形成了符合玉溪实际的量化
考核管理办法,希望能为玉溪管理人才队伍建设有所帮助和借鉴。

Abstract
The Chinese people have held in esteem the regulation of moral, especially the
guide and role effect of the official’s professional ethics (the OP ethics for short).
Combined with personal moral quality, family duty, social morality, the OP ethics
elaborates the meaning of probing, concluding, honesty, modeling, family rules,
nation peace and harmonious world. As the gold saying goes, “Man cannot succeed
without morals, as an official without professional ethics and a nation without
correct status.” Morals as a superstructure and social concept, is decided by social
being and economic foundation. The moral condition of a nation tells the spirit of the
people and the goings of the country. China, a multi-party country under the
leadership of the Communist Party of China(the CPC), is leaded by the officials of
the CPC, so valid management of them can greatly influence the implementation of
the policies, the general future of the social reform and development, and the
well-being of our people. The leaders of the government and the party departments,
the national enterprises and other public sectors show difference in the profession as
they make decisions in hale of the public. Therefore, the OP ethics also possesses
distinct characters. Firstly, the OP ethics is located at the top of the professional
ethics, and so the management and requirements have to be dealt with differently.
Secondly, the OP ethics can set a role for the whole moral building. The
self-restraint ideology and working style of the leaders means a lot to the party
image in the people’s mind and the social moral building. So it is no exaggeration
that the guiding and decisive importances of the OP ethics have become the spiritual
pillar of the healthy and sustainable development, the foundation and safeguard of
the future. There is no doubt that the OP ethics is the base of the national growth; it
is also the footing stone of personal success. The general growth of the whole
country if expected, but the building of the morals among the grassroots means no
less.
The sixth Plenary Meeting of seventeenth CPC National Congress points out
that the core status system of the socialism is the nation’s soul, is the essence of the
advanced culture and decides the development direction of the Chinese socialism.The moral building, as an important component of the socialist core statue system
has attracted more and more attention from the party and the whole society. In “The
Notice about the Suggestions of Strengthening the Assessment of the Officials’
Moral Condition”, the Central Organization Departments emphasizes that
strengthening the assessment if an important measure to carry out the employment
stand of the priority to moral, followed by ability to choose the best official and to
set up the correct employment guiding. In 2012, our chairman, Mr. Xi Jinping
pointed out that the assessment result of the officials should be used in choosing and
promoting cadres, so that they can be arranged properly and misuse will be avoided.
Because of it, how to assess has become a difficulty in the human resource
management. It has also been the working direction and goal of the government
managers to do the assessment with reason, vigor, inconclusion and concisement and
to increase the scientific level of the moral assessment. Starting with the importance
of the moral building, the necessity of the OP ethics, and the current status and
concept of scientific assessments, the article analyzes the status of the moral building
among the government officials, especially the leaders based on the basic theories of
the general management and the human resource management, and the adoption of
the domestic and foreign study achievements, and has come to the conclusion that
there are some problems in the assessment of Yuxi City and the causes have also
been proposed. Then the questionnaire has been designed to strengthen it, focusing
on the government officials, especially the leaders. After the collection and the ratio
of relevant factors have been quantified and an assessment model has been created.
What’s more some specific institute, measures and policies have been proposed to
strengthen the moral assessment of the government managers of Yuxi City. After the
issue of the quantities assessment regulation, it has been hoped that it will be of help
for the building of Yuxi personnel team building.
