W 银行国际业务流程再造研究
摘 要
20 世纪 90 年代,在企业“流程再造” 理论基础上,美国学者保罗·阿伦(Paul
Allen)率先提出了“银行再造”理论,自此商业银行管理的一种全新模式被引入
银行界。围绕银行这一特殊“企业”的流程再造,学者和业内人士进行了诸多讨
论和研究,直至目前,关于商业银行“流程再造”的理论、实践研究仍旧是银行
改革研究热点中的热点,而理论指导下的商业银行流程再造改革也在不断实践探
索中。商业银行“流程再造”的终极目标是构建“流程银行”,这种相对于传统
的“部门银行”概念而提出的全新的银行模式,其特点是构建于“以客户为中心”
的理念基础上,通过流程和组织的再造,打破传统的部门壁垒,打造以客户为中
心、业务垂直化运作管理、前中后台相分离、后台业务集中处理的扁平化、专业
化、信息化的,以资本回报和股东价值最大化为驱动的现代化银行企业。要构建
符合发展要求的“流程银行”,需要对银行这个庞大机体内的各关节(部门)、各
脉络(条线流程)进行完善再造,会涉及会计、运营、风险管理、公司、零售等
业务环节,也包括商业银行的战略性业务之一——国际业务。

自中国加入 WTO 之后,金融市场逐步放开和外资金融机构的涌入,中国银行
业的竞争逐步呈现国际化局势,大部分银行开始以全球化的视野规划业务发展,
国际业务的核心地位越来越突出,如何有效整合现有国际业务资源,优化运作流
程,实现以客户为中心,以市场为导向的高效运营管理模式,有效应对全球银行
业的竞争,是我国商业银行迫切要解决的问题。

本文以企业的流程再造理论为基础,通过企业流程再造——银行流程再造—
—国际业务流程再造理论的层层深入,结合人力资源管理、组织行为学、国际金
融等理论,对 W 银行国际业务流程现状进行分析,针对存在的问题提出具体的、
切实可行的国际业务流程再造方案,旨在通过本研究,构建 W 银行国际业务流程
再造模式,推进其流程银行建设中进展相对滞后的国际业务流程再造,为 W 银行
的“流程银行”建设提供借鉴,同时也为其他商业银行国际业务流程再造提供参
考。

PROCESS REENGINEERING OF THE W BANK
ABSTRACT
IN the 1990’S,on the basis of the theory ’enterprise process reengineering’,the
theory of the “bank reengineering” was put forward firstly by American scholar-Paul
Allen.From then on,a new mode of commercial bank management was introduced into
the banking sector.Scholars and industry insiders had many discussions and studies on
this area.Up to now,practice research of process reengineering of commercial banks is
still the hot spot.And the commercial bank reform on the process reengineering under
the guidance of the theory is constantly exploring. The ultimate goal of commercial
bank process reengineering is to construct the ‘process bank’,which is put forward
comparing with the traditional ‘sector bank’concept.Its characteristics are built on
customer-centric concept, by reengineering processes and organizations to break the
traditional barriers of division and create a customer-centric, vertical business
operations management, front、middle、back office phase separation , centralized
back-office operations processed flat, professional, information Technology, in order to
maximize the return on capital and shareholder value-driven modernization banking
business.
To construct the process bank which meets the requirements of the
development,all the joints(sector)and the meridians(process)in the body should be
improved and reengineered,concerning to accounting,operating,risk
management,retail,and also including international business,which is one of the
strategic business.
Since the China jointed the WTO,with the financial market gradually open and
the foreign financial institutions influx,the competition in banking sector presents a
trend of internationalization in China.Most banks start to plan the business
development with global vision,and the core status of international business is
becoming more and more prominent. How to integrate the existing international
business resources efficiently and optimize the process of operating,achieving the
efficient operating mode with centered customer and oriented market is the urgent
problem ,which is the commercial banks need to solve.

reengineering,involving enterprise process reengineering-banking process
