摘要
在经济全球化加剧的同时,我国检验机构对质量检验的要求也更加严格。为了适应这些变化
和要求,需要对质量管理体系进行研究,完善现有的质量管理模式,建立一些和当前形势相适应
且有利于检验机构发展的科学质量管理制度,使得产品质量得以提髙。
作为特种设备检验机构,质量检验是质量管理工作过程中关键且不可缺少的一个环节。本文
以宁夏锅炉压力容器检验所为研究对象,结合特种设备检验机构现状及单位实际内、外部环境,
运用文献研究法、调研法、分析法等研究方法,重点通过对质量管理体系运行情况的分析,指出
单位在思想观念、组织结构、人员素质、业务流程、质量管理体系运行等方面存在的问题及影晌,
进而按照服务地方经济的原则,从完善组织结构、提高人员素质、优化业务流程、改进质量管理
体系与制度建设等四个方面改进该所的质量管理体系的系统方案,并对方案实施过程中可能遇到
的问题进行深入分析,提出相应的解决对策,从而达到持续改进的目的。特种设备检验机构实施
质量管理体系,能把质量管理体系高效的理念、方法和技术引入到检验工作中,克服原有的弊端,
将有利于防范检验风险,提髙检验工作的质量,促进社会稳步发展。

Abstract
In the deepening of economic globalization at the same time, our country inspection institutions are
more strict to the requirement of quality inspection. In order to adapt to these changes and requirements,
it is necessary to research the quality management system, improve the quality of the existing
management mode, set up some and adapt to the current situation and scientific quality management
system, and conducive to the development of inspection agencies to improve the quality of the product.
As the special equipment inspection institutions, quality inspection is an important work in quality
management, but also the indispensable component in the process of quality management. In this paper,
Ningxia Institute of boiler and pressure vessel inspection as the research object, combined with the
special equipment inspection institution status and practice of internal and external environment, using
the research methods of literature study, investigation, analysis,focuses on the analysis of the operation
of the quality management system,point out the problem of existence and influence in the ideological,
organizational structure, personnel quality, business process, quality management system operation unit,
then in accordance with the principle of serving the local economy, from improving the system structure,
improve the four aspects of personnel quality, optimize business processes, improve the construction of
management system and system improvement of the quality management system, and program
implementation may be encountered in the process in-depth analysis of the problems, puts forward the
corresponding countermeasures and suggestions, in order to achieve the purpose of continuous
improvement. The implementation of quality management, the introduction of quality management
tiieory, method and technology to the inspection work, to overcome the drawbacks of the existing, is
conducive to the prevention of inspection risk, improve the quality of inspection work, promote the
steady development of society.

第一章绪论
1.1研究的背景
随着经济的快速发展,特种设备在各个行业中的作用日益显现,使用量也在逐年递增。在社
会生产资料中,它具有特殊性,在一定程度上讲,它反映了国民经济发展的水平,是国家工业产
业的支柱装备。特种设备从名称就可以看出它和普通的生产设备有所区别,它具有在高温、高空、
高速下运行的特点,带有高危险性和事故易发性,是人民群众生产和生活中广泛使用的具有潜在
危险的设备,会造成严重的人身伤亡及重大财产损失。而特种设备的各种功能和使用价值只能在
制造安装完成并投入使用以后才能实现并发挥,只有在使用中其特定危险性才得以体现。
我国从1955年开始对锅炉、压力容器实施特殊监管,到目前为止已近60年。这些年,在监
管的过程中逐步走上了法治化规范化道路。2005年,全国特种设备的总量大概有290万台,截止
到2013年统计,已经达到了 820万台的总量。总体来讲,这些年我国对特种设备的监管是安全
有效的。锅炉压力容器爆炸事故从1979年每万台七起下降到2002年每万台0.5起。万台特种设
备死亡人数在十一 五期间从2006年0.94人下降到2012年的0.6人。但与发达国家相比,仍是
他们的4~6倍。近年来,针对特种设备的设计、制造、安装、维修、改造、检验、使用等环节,
我国逐步建立了全过程监检的基本制度,对特种设备的使用过程进行监督管理也越来越规范化。
但是在社会观察报道时仍然会对安全形势提出质疑,各类事故的发生依旧频繁,特别是重特大事
故,群死群伤事件依然不断上演,企业遭受巨大损失的同时,人民群众的生命安全也得不到保障,
社会影响恶劣。
2009年12月3日,宁夏宝塔石化集团精细化工厂发生爆炸事故,造成11人受伤,其中2人
重伤,1人失踪,1台反应器和周围设备、设施、附件损坏。人员和财产损失严重。经调查,事
故原因系施工人员在反应器上进行动火作业,掉落的悍渣引燃可燃气,造成爆炸。2013年11月
22日,发生在山东省青岛市中石化东黄输油管道泄漏爆炸的特别重大事故,造成62人死亡,136
人受伤,直接财产损失达7.5亿人民币。事故背后暴露出的问题是:泄漏事故发生后,应急处置
不当,未按规定釆取疏散人员、封闭道路、警戒区设置等有效预防措施;生产安全责任落实不到
位,没有安全化的输油管道管理,从而导致原油泄露事故的发生;城市排水管网和输油管道的规
划布置不合理。⑴
21世纪将成为质量的世纪,质量将决定人类的生存、民族的振兴和国家的强盛。宁夏锅炉
压力容器检验所地处偏远的西北地区,检验水平、人员素质、思想观念等都相对落后于新形势。
在市场竞争如此激烈的情况下如何能赢得一席之地,并能够发展、甚至壮大,首要的问题就是赢
得客户,有效方式是良好的信誉、优质的服务、科学准确的数据等,树立良好的社会形象,赢得
发展和生存的空间。为了使这些方式得到保障,必须建立一套科学严谨的质量管理体系。因此,
检验机构的宗旨必须为自我发展、开拓创新、优化服务、加强管理,在质量管理体系完整的基础
上,改进管理制度、业务流程、人员结构、组织机构,并且积极和社会交流实践,赢得社会的认
