摘 要
近年来,随着我国市场经济的迅速发展,小企业已成为我国国民经济中不可
替代的重要组成部分,对促进经济发展和增加就业做出了越来越大的贡献。但受
国内外复杂多变的经济形势影响,众多小企业仍受到资金不足、融资困难等多方
面条件的严重制约,难以实现可持续发展;另外随着我国商业银行同业竞争的不
断加剧,大型企业融资渠道逐渐增多,小企业信贷业务己成为商业银行特别是股
份制商业银行竞相争夺的新的利润增长点
本文以此为选题背景,以兴业银行济南分行的小企业信贷业务为研究对象,
以促进分行小企业信贷业务的健康良好发展为目标,对兴业银行济南分行小企业
信贷业务的发展策略进行了深入的研究。首先,借助PEST分析及波特五力模型,
深入分析了兴业银行济南分行小企业信贷业务发展所面临的外部环境及行业内竞
争环境;然后,详细阐述了兴业银行济南分行小企业信贷业务的发展现状,并借
助SWOT分析方法,剖析了兴业银行济南分行小企业信贷业务发展所面临的内部
优势与劣势、外部机遇与威胁;最后,针对如何推进兴业银行济南分行小企业信
贷业务的持续良好发展,提出了相应的策略建议
本文研究表明,兴业银行济南分行的小企业信贷业务发展的主要优势在营销
模式、信贷资源、营销平台及信贷产品等方面,相对而言,其劣势主要存在于网
点建设较少、业务区域发展及产品覆盖不均衡、定价模式不灵活、管理水平及人
员素质有待提高等方面,面对有利的政策环境及总分行的大力支持、市场规模巨
大等外部机遇,市场竞争加剧、小企业良莠不齐导致风险难控、相关监管円益严
格等仍是其今后业务发展的外在威胁。兴业银行济南分行小企业信贷业务的未来
发展应切实釆取市场拓展、产品组合、差别化定价、多元化担保、小企业授信客
户分类管理、联动营销与交叉营销、服务与品牌及风险管理等全方位发展策略
同时,应不断提高对发展小企业信贷业务重要性的认识,制定有效地资源配置政
策和考核办法,不断完善授信业务流程,强化风险管理意识,以切实促进上述发
展战略的顺利实施
本文研究不仅仅局限于理论探讨方面,而是密切结合了兴业银行济南分行小
企业信贷业务及当地小企业的发展实际,探索出了一整套全方位的发展策略,不
仅能够在一定程度上为兴业银行济南分行的小企业信贷业务发展提供科学指导,
而且也能为解决我国小企业融资难的困境提供参考和借鉴

Abstract
In recent years, with the rapid development of China's market economy, on the one
hand, the small business has become a irreplaceably important part of our national
economy and made growing contribution to the promotion of the economic
development and increasing employment, but by domestic and foreign complicated
economic situation affected, many small businesses are still severely constrained by the
lack of funds, financing difficulties and many other conditions. It is difficult to achieve
sustainable development. On the other hand, with the growing competition in the same
China's commercial banks industry,financing channels of the large enterprises gradually
increased, small business credit business has become commercial banks specially
joint-stock commercial banks competing for new profit growth point.
In this context, this paper takes Small business credit business of Jinan Branch of
Industrial Bank as the research object in order to promote good health and development
of Jinan Branch of Industrial Bank. This paper makes in-depth study of the development
strategy of Jinan Branch of Industrial Bank small business credit business. First,with
the help of PEST analysis and Porter's five forces model,made in-depth analysis of the
external environment and competitive environment in the industry faced by the
development of the small business credit business in Jinan Branch of Industrial Bank.
Then, elaborated the development status of small business credit business in Jinan
Branch of Industrial Bank, through the SWOT analysis method, made analysis of the
internal strengths, weaknesses, external opportunities and threats faced by the
development of the small business credit business in Industrial Bank Jinan Branch.
Finally, proposed strategy suggestions for how to promote the sustained and sound
development of the small business credit business in Jinan Branch of Industrial Bank.
This paper study showed that its main advantages are the marketing model of
credit resources, marketing platforms and credit products. Relatively, its disadvantages
exist in less network construction, the business regional development and product
coverage are not balance, price-model is not flexible,management level and quality of
personnel need improving and so on. Facing the external opportunities, for example, a
favorable policy environment, the strong support of the branch and the huge market,its
external threats of its future business development are intensifying market competition,
small businesses mixed result in risk that is difficult to control,relevant regulatory
increasingly stringent. The future development of small business credit of Jinan Branch
of Industrial Bank should take the azimuth development strategies, such as practical
market expansion, product mix, differentiated pricing, diversification guarantees, small
business credit customer classification management linkage of marketing and
cross-marketing, services and brand, risk management and so on. The same time, in
order to effectively promote the smooth implementation of the development strategies,
it should continue to raise awareness of the importance of the development of small
business credit business, develop effective resource allocation policies and assessment
methods,constantly improve the credit business processes, and strengthen the
awareness of risk management.
This study is not limited to the aspects of theoretical discussion, but is closely
combined with the actual development credit operations of small businesses of the Jinan
Branch of Industrial Bank and local small businesses, explored a set of all-round
development strategies, not only can provide scientific guidance for the development of
the small business credit business of Jinan Branch of Industrial Bank to a certain extent,
but also can provide reference to resolve the plight of small business' financing
difficulty.

1.1研究背景及意义
1.1.1研究背景
随着我国市场经济的迅猛发展,小企业逐渐成为经济中的重要组成部分,对
促进经济发展和增加就业有着越来越大的贡献,已成为促进生产力发展不可替代
的重要力量。经济学家吴敬链先生认为小企业发展状况是今后一段时期内我国保
持经济增长稳定性的关键因素。根据相关统计资料,我国经过工商登记注册的小
企业数目已经达到全国经注册的企业总数的99%,城镇地区中接近75%的就业机会
是由小企业提供的。由此可见,小企业的发展问题已经不仅是关系到国民经济快
速、稳定、健康发展的问题,而且涉及到吸纳过剩劳动力、解决就业等一系列战
略层面的难题
长期以来,党中央和国务院对小企业的发展一直高度重视,出台了一系列财
税金融扶持政策,取得了积极良好的成效。2012年4月,党中央发布《国务院关
于进一步支持小型微型企业健康发展的意见》,明确指出小型微型企业在增加就
业、促进经济增长、科技创新与社会和谐稳定等方面具有不可替代的作用,对国
民经济和社会发展具有重要的战略意义,要充分认识支持小型微型企业健康发展
的重要意义,进一步加大对小型微型企业的财税支持力度,努力缓解小型微型企
业融资难的问题,以不断促进小型微型企业的健康发展。但受国内外复杂多变的
经济形势影响,许多小微企业仍受到资金不足、融资困难等多方面条件的严重制
约,难以实现可持续发展,迫切需要在政府及银行的共同帮助下走出融资难的困
境,实现又好又快地发展
另外,随着我国商业银行同业间竞争的不断加剧,大型企业融资渠道在增多,
小企业信贷业务逐渐成为商业银行竞相争夺的新的利润增长点。拓展小企业信贷
市场己成为商业银行在未来信贷市场中保持竞争优势的关键所在。特别是股份制
商业银行更应把发展小企业信贷业务作为保持持续发展的一项长远战略选择,这
对于增强商业银行业务运行和发展的稳定性,调整信贷资产结构和客户结构,分
