Classified Index: F273 U.D.C.:685 Dissertation for the Master Degree of Business Administration Research on the Process of Strategic Transformation for Entrepreneurs through Strategic Flexibility in the Context of Policy Mutations Candidate： Li Cheng Supervisor： Zhang Yanping Speciality： Business Management School of Management May 27th，in 2023 School： Date of Defence： Degree Offering Institution： Guangzhou University 摘要 摘 要 随着我国经济社会的持续快速发展，我国的经济发展已经进入了新常态，为 了实现经济的高质量发展，政府不断出台各种政策引导行业健康发展。因此，政 策的不确定性成为影响企业发展的重要因素之一。在政策不确定的前提下，如何 及时调整企业发展战略是帮助企业实现迅速转身的关键问题。特别是对于创业企 业而言，具备一定的战略调整灵活性，以主导逻辑和资源编排为路径实现战略柔 性能力的形成，是创业企业能够实现持续发展的首要问题。因此，对于企业而言， 了解政策的变化和趋势非常重要，同时，建立灵活的战略调整机制也是至关重要 的。只有这样，企业才能在政策不确定性的情况下保持竞争优势，并实现持续发 展。 因此，本文结合战略柔性、主导逻辑、资源编排和战略转型相关理论，以“双 减”政策背景下的教育领域创业企业五六点教育为研究对象，探寻政策突变情形 下创业企业如何通过战略柔性实现战略转型。研究发现:（1）政策变化的积极性 和突变性相交互形成的一种政策“双驱动力”。其最开始从创业企业高层管理人 员的认知层面发挥作用，导致创始人团队的主导逻辑产生重构；（2）政策突变 情境下，创业企业的主导逻辑完成重构之后，往往会从单一的主导逻辑强势形态 切换到多种主导逻辑并存的形态，即“中庸型”的一个状态，由此促使创业企业 形成了战略柔性思维；（3）战略柔性的形成，是指企业战略柔性思维和能力的 统一，其有助于创业企业快速转变策略并抓住环境变化的优势，实现成功转型。 关键词：主导逻辑；战略柔性；资源编排 I ABSTACT ABSTRACT With the sustained development ofChinas economy and society, Chinas economic development has entered a new normal.
