摘要
随着国家城市化进程的减速，园林行业的发展受到了不利的影响。园林行业是我国
城市建设的重要组成部分，伴随着城市化的进程园林行业得到了飞速的发展。从供求市
场来看，城市化减速导致园林工程的规模减小了，作为工程主材的苗木需求降低了，而
苗木作为生物资产的属性，决定了它的生产周期较长，很难对市场的变化做出快速的应
对，最终形成了苗木市场的崩盘，大量的苗圃和工程公司陷入生存困境，濒临倒闭。BH

农业公司是家以苗木生产和园林施工为主营业务的综合性农业企业，目前的苗木种植
规模全国前三，在这种大的行业背景之下也受到了很大的冲击，作为山东省的农业龙头

企业，BH农业公司的发展具有代表意义，然而BH农业公司在发展的年时间里虽然
在集团公司的助力之下实现了规模的领先，但是内部依然存在着主业不突出，发展战略
不明晰的问题，在这种内忧外患之下，通过科学的方法对企业的发展战略进行明确定义
已经刻不容缓，只有将发展战略定义好、执行好才能够在新的历史发展期实现逆势增长。

本文以BH农业公司为研究对象，深入阐述了行业发展下行的发展背景，并进步
运用pEST、五力模型分析了在发展下行背景之下的机会和威胁，现存的低价竞争和供
求关系对企业造成了威胁的同时，土地的管控以及同行的退出也给企业的发展带来了新

的发展机会；通过对公司内部资源和能力的分析进步明确了企业的内部优劣势综
合运用SWOT、EFE、QSpM等分析工具最终通过企业内部高管、核心优质客户、业内

况。通过有效的营销手段尽快调整产品结构，为工程公司的发展进步提高资源的调配，
