摘要
作为能源领域核心部门的电力工业,在快速发展的国民经济推动下发展迅速,目
前已逐步进入了转型升级、深化改革的新阶段,对实现能源系统绿色转型至关重要。
然而,当前河北省电力行业转型升级仍处于初级阶段,人力资本水平和技术创新能力
尚不稳定,如何抓住新形势下加快转型升级的新机遇,探索人力资本水平和技术创新
能力的耦合协同机制,实现电力行业资源的有效配置,有效拉动电力行业实现转型升
级是当前河北省电力产业发展面临的重大问题。
基于此,本文首先结合绿色低碳发展的理念深化了电力行业转型升级的内涵,分
别构建了电力行业人力资本水平、技术创新能力以及转型升级成效的评价指标体系,
基于“双碳”背景,分别从节能低碳转型和价值链升级两个维度展开了河北省电力行
业转型升级成效的测度,结果显示 2000-2020年河北省电力行业的人力资本水平、技
术创新能力以及转型升级整体发展态势趋于良好但尚不稳定。之后,结合前人的研究
结论对三者间的关系进行理论分析,并从人力资本水平、技术创新能力视角出发,通
过线性回归模型检验其对河北省电力行业转型升级的影响程度。最后,通过耦合协调
度模型对河北省电力行业人力资本水平和技术创新能力的耦合协同情况进行了测度,
并运用回归模型验证其对河北省电力行业转型升级的定量关系。结果表明人力资本水
平和技术创新能力都在一定程度上推动了河北省电力行业的转型升级进程,且人力资
本水平与技术创新能力的耦合协同优良程度对电力行业的转型升级的促进作用相较
于两者各自的推动作用更显著,本文在此基础上为河北省电力行业转型升级提出建议。

ABSTRACT
As the core sector of the energy sector, the electric power industry, driven by the rapid
development of the national economy, has gradually entered a new stage of transformation
and upgrading and deepening reform, which is crucial to the realization of the green
transformation of the energy system. However, the current transformation and upgrading of
Hebei power industry is still in the initial stage, andthe human capital level and
technological innovation ability are not stable. How to seize the new opportunities to
accelerate the transformation and upgrading under the new situation, explore the coupling
and collaborative mechanism of human capital level and technological innovation ability,
and realize the effective allocation of resources in the power industry? To effectively
promote the transformation and upgrading of the electric power industry is a major problem
facing the development of Hebei electric power industry.
Based on this, this paper first combined with the concept of green and low-carbon
development to deepen the connotation of the transformation and upgrading of the power
industry, and constructedthe evaluation indexsystem of the humancapital level,
technological innovation ability and transformation and upgrading effect of the power
industry respectively. Based on the background of "double carbon", the paper measured the
transformation and upgrading effect of the power industry in Hebei Province from two
dimensions of energy-saving and low-carbon transformation and value chain upgrading.
The results show that the overall development trend of human capital level, technological
innovation ability and transformation and upgrading of Hebei electric power industry tends
to be good but not stable from 2000 to 2020. Then, based on the previous research
conclusions, the relationship between the three was analyzed theoretically, and from the
perspective ofhuman capital leveland technological innovationability, the linear
regression model was used to test the degree of their influence on the transformation and
upgrading of Hebei power industry. Finally, the coupling coordination degree model is used
to measure the coupling coordination between human capital level and technological
innovation ability of Hebei power industry, and the regression model is used to verify the
quantitative relationship between the human capital level and technological innovation
ability of Hebei power industry transformation and upgrading. The results show that both
