基于 DOE运作模式的 B科研院科技成果产业化策略研究
摘要
当今世界正经历百年未有之大变局,美西方等发达国家把科技创新提升至国家战
略层面,积极谋划高精尖科技产业布局,着力抢占新技术产业发展高地。科技创新力
量体系日益成为经济社会可持续发展的引擎,如何强化科技成果产业化桥梁作用,不
断协调推进科技创新和产业发展转型升级,具有重要意义。
B科研院是我国首批综合性甲级科研设计单位, 2000年改制为科技型企业并加
入 ZGJC集团,2014年作为核心企业在北京成立 KS科技集团。作为 KS科技集团中
央应用研究院,将产业化作为科研开发的主要目标,探索出转制科研院科技成果产业
化可持续发展的道路是 B科研院面临的重要课题,也是努力建设成全球一流的玻璃
新材料研究院的战略需要。本文在研究过程中,通过阅读文献,对科技成果产业化概
念进行了界定,归纳总结了其特征和动因,从决策管理模式、项目组织运作机制和绩
效评估管理体系三个阶段概述了科技成果产业化 DOE运作模式理论。通过问卷调研
获取充足的一手数据,对 B科研院科技成果产业化目前存在的问题进行总结分析,
论证了决策管理—组织运作机制—绩效评估在科技成果产业化实施过程中的作用,进
而构建出基于 DOE运作模式的 B科研院科技成果产业化具体优化策略;并提出 B科
研院科技成果产业化实施保障措施。
本文基于 DOE运作模式理论,从决策管理机制、组织机制和绩效评估机制三方
面对 B科研院科技成果产业化提出优化改进方案。在决策管理机制方面,针对 B科
研院存在的决策专业化水平有待提高、调动成果转化人才积极性措施力度不够的问题,
通过提升重大攻关项目决策的专业化水平和搭建科技人员个人成长机制两方面完善
首席科学家决策机制;在组织机制方面,针对存在的市场化程度不高、产学研合作深
度不够以及融资来源单一的问题,从以市场需求拉动科研立项、建立产学研合作创新
机制和多渠道项目融资创新三方面创新科技成果产业化组织机制;在绩效评估机制方
面,针对存在的产业化项目评价体系不完善、激励机制有待完善的问题,从建立科学
的产业化评价指标体系和完善激励机制两方面优化绩效评估机制。

ABSTRACT
The world today is experiencing a great change unprecedented in a century, and
developed countries such as the United States and the West have elevated science and
technology innovation to the level of national strategy, actively planning the layout of high
precision science and technology industry, and striving to seize the high ground of new
technology industry development. Science and technologyinnovation power system
increasingly becomes the engine of sustainable economic and social development, how to
strengthen the role of industrialization of scientific and technological achievements bridge,
and constantly coordinate to promote scientific and technological innovation and industrial
development transformation and upgrading, is of great significance.
B Research Institute is one of the first comprehensive Class A research and design
units in China, which was restructured into a technology-based enterprise and joined ZGJC
Group in 2000 and established as a core enterprise in KS Technology Group in Beijing in
2014. As the central applied research institute of KS Technology Group, industrialization
as the main goal of scientific research and development,exploring the sustainable
development of industrialization of scientific and technological achievements of the
converted research institute is an important issue facing B Research Institute, and a
strategic need to strive to build into a global first-class glass new materials research
institute. In this paper, through reading the literature, the concept of industrialization of
scientific and technological achievements is defined, its characteristics and motives are
summarized, and the theory of DOE operation mode of industrialization of scientific and
technological achievements is outlined in three stages: decision-making management mode,
project organization and operation mechanism, and performance evaluation management
system. We obtained sufficient data through questionnaire research, summarized and
analyzed thecurrent problemsof industrializationofscientific andtechnological
achievements inthe researchinstitute B,and demonstratedthe roleof decision
management, organization and operation mechanism, and performance evaluation in the
process ofindustrialization of scientific andtechnological achievements, andthen
constructed aspecific strategyfor industrialization ofscientific and technological
achievements in the research institute B based on DOE operation model. The paper also
proposes measures to guarantee the implementation of industrialization of scientific and
technological achievements in B research institute.
