摘 要
2022年 2月,十九届中央第八轮巡视完成向25家金融单位的反馈工作。巡视
发现,金融单位特别是中管银行党委在贯彻落实党中央关于金融工作重大决策部署、
金融服务实体经济方面存在共性问题。作为国家动员和分配资金的重要形式、支持
和调控经济金融环境的重要载体、银行利润的重要来源,同时也是金融服务实体经
济的直接工具,信贷在中国经济发展过程中有着极高的地位。而现有主流的信贷资
金投放策略,是于上世纪 70年代引进于美国,仅仅以风险为测算目标,在指导当前
金融行业落实“服务实体经济、防控金融风险、深化金融改革”三大任务、落实中
国特色社会主义银行的经营要求等方面存在一定不足。因此在当前,决策信贷资金
投放与否、利率高低主要依靠“专家治贷”,缺乏科学的理论和数据支撑。
C银行是一家国有控股的大型股份制银行,具有总行、一二级分行、一二级
支行的五级经营架构,对客营业网点遍布全国,在信贷管理方面充分吸收工行等
国有银行的先进经验和历史经验,拥有独立的信贷审批体系。在落实金融“三大
任务”的过程中,C银行既要加大对实体经济的支持力度、增大信贷投放量,又
要防范化解金融风险、稳固信贷业务基础,还要做好信贷产品定价、提升信贷投
放效率、赢得同业竞争。在新时代经营“破局”过程中,C银行如何在一如既往
地扎实做好风险管理的基础上,以更加科学化的策略推进信贷业务“量增价稳、
量价协调”,是需要深入研究的问题。
本文以 C银行的现行信贷业务管理模式为基础,结合行业特点和未来方向,
对 C银行信贷业务“量价协调”和数字化改革进行研究。主要基于客户资产业务、
负债业务、中间业务贡献和由“社会责任、客户画像、经营导向”组成的营业外
因素贡献四个方面,提出了“综合贡献度”;同时对现有“风险调整资本回报率”
进行优化,提出“综合调整资本回报率”概念和相应计量模型;还提出了更加科
学的利率定价测算方法和议价方式,提出了数字化改革背景下的信贷业务流程优
化设想,以期进一步提升 C银行信贷投放策略在新时代适用性,更快更好地传导
党中央关于金融行业的重大决策部署。同时通过强化信贷业务中的“量价协调”
思路,帮助 C银行更好地聚焦主责主业、落实金融任务、优化客户服务、赢得同
业竞争。由于银行业具有一定程度的同质化,因此研究成果对银行业具有一定普
适性,以期能为行业标准的优化制定提供参考。

Abstract
In February 2022, the eighth round of inspection of the 19th Central Committee
completed the feedback work to 25 financial units. The inspection found that financial
company, especially the the Party committees of central management banks, have
commonproblemsinimplementingthePartyCentralCommittee'smajor
decision-making in financial work deployment, and the financial services to the virtual
economy. Credithas avery highposition inthe processof China'seconomic
development. It is an important form of national obilization and allocation of funds, an
important carrier of supporting and regulating the economic and financial environment,
and an important source of bank profits. It is also a direct tool for financial services to
the real economy.
Nowadays,theexistingmainstreamcreditfundinvestmentstrategywas
introduced from the United States in 1970s, and it is only taking risk as the target of
calculation. So there are some deficiencies in guiding the current financial industry to
implement the three majortasks of serving the virtualeconomy, preventing and
controlling financial risks, and deepening financial reform. There are also have some
deficiencies in the implementation of the operational requirements of socialist banks
with Chinese characteristics. Therefore, it is mainly depends on experts to manage
loans in the current decision of whether to invest credit funds or not, and the interest
rate, lacking scientific theory and data support.
Bank C is a large state-controlled joint-stock bank, with a five-level business
structure of the head office, first-level branches, second-level branches, first-level
sub-branches and second-level sub-branches.Its business outlets are allover the
country. In terms of credit management, it fully absorbs the advanced experience and
historicalexperienceof ICBCandotherstate-ownedbanks.BankC hasan
independent credit approval system. In the process of implementing the three major
tasks of finance, bank C should not only increase their support to the real economy and
increase the amount of credit, but also prevent and defuse financial risks, stabilize the
foundation of credit business, and do a good job in pricing credit products, improve the
efficiency of credit delivery and finally win the competition in the same industry. In the
