摘要
集中供热服务作为关系国计民生的重要工作,承担着服务百姓与社会的重要
责任,在国家经济社会发展中有着举足轻重的位置,但是随着经济社会发展,FT
热力公司的发展也面临着市场竞争日趋激烈、供热成本增加、供热收费困难、用
户服务需求不断提高等挑战,为了适应新的挑战和变化,FT热力公司不断提高企
业管理水平,公司管理层也高度重视绩效管理工作,但是在职能部门绩效管理方
面仍存在绩效指标设计不科学,绩效监控与辅导不到位,绩效考核主体单一,绩
效反馈不到位和绩效结果应用单一等问题,绩效管理在发挥作用方面还有待加强。
为了适应当前市场发展需要,提升企业核心竞争力,结合FT热力公司职能部
门绩效管理现状,对FT热力公司职能部门绩效管理进行优化研究。论文首先对绩
效管理的相关理论进行了简要论述,接着介绍了FT热力公司概况和绩效管理现状,
并通过问卷调查的方法分析了FT热力公司职能部门绩效管理存在的问题,然后运
用平衡计分卡和关键绩效指标的思想,对FT热力公司职能部门绩效管理中各个环
节进行了优化设计,最后总结前文,得出结论。论文提出的绩效管理优化思路、
原则和设计方案,能够对FT热力公司绩效管理体系进行适当优化,更加充分地提
高部门绩效管理水平,提升部门绩效,进一步提高企业绩效水平和竞争力。

new challenges and changes, FT thermal company constantly improves its enterprise
management level, and the company's management attaches great importance to
performance management,However, there are still some problems in the performance
management of functional departments, such as unscientific design of performance
indicators, inadequate performance monitoring and guidance, single subject of
performance appraisal, inadequate performance feedback and single application of
performance results. Therefore, the role of performance management should be
strengthened.
In order to meet the needs of the current market development and enhance the core
competitiveness of the enterprise, the performance management of FT thermal power
company is optimized based on the performance management status of functional
departments of FT thermal power company.Firstly, this paper briefly discusses the
related theories of performance management, then introduces the general situation of FT
thermal power company and the status quo of performance management,And through
the method of questionnaire survey, this paper analyzes the problems existing in the
performance management of FT thermal power company, and then uses the idea of
Balanced Scorecard and key performance index method to optimize the design of each
link in the performance management of the functional departments of FT thermal power
company, and finally summarizes the previous paper and draws a conclusion.The paper
puts forward the idea, principle and design scheme of performance management
