摘要
随着重庆轨道交通的跨越式发展，运营线网规模不断增大，运营维护规模以及企
业人员培养压力与日俱增，运营公司自主维保模式面临着人员技术力量不足、管理幅
度过大、人力成本居高不下等实际问题，给重庆轨道交通运营公司长期可持续发展带
来压力。因此，以提高管理水平、降低运营成本、缩减人员编制、缓解运营管理压力
为目的委外维保模式 2019年在部分线路正式试点实施。然而在项目实施后又面临许
多新的问题和挑战，尤其以委外单位人员流动性大、人员业务素质参差不起、应急保
障能力相对薄弱以及委外管理管控手段不成熟和缺乏系统、全面的综合评价体系等最
为突出。
为准确的了解委外维保项目管理水平，准确发现管理上的不足，持续改进并提高
管理效能，构筑委外维保模式下的成本、效率、质量等优势，特开展了重庆轨道交通
委外维保项目管理综合评价研究。
本文以委托代理理论、核心能力理论、项目管理理论为理论基础，以项目实施阶
段管理为维度，通过分析国家行业标准、企业标准、公司相关规章制度以及委外维保
项目实际管理内容，并应用 AHP层次分析法和专家评价法（Delphi）构建了以“人
员管理、物资管理、计划管理、现场管理、安全管理、质量管理、应急管理、成本管
理”8个一级指标和 30个二级指标的委外维保项目管理综合评价指标体系。然后采
用已经建立好的综合评标指标体系开展案例项目实证研究。通过分析以国家、行业相
关规范及公司相关制度并结合实际管理经验评语集，并按照 FCE模糊综合评价法的
计算方法得到项目目前管理评价结果。同时，对评价结果进行综合分析，并提出改进
和完善委外维保项目管理的对称和建议。

Abstract
With the leap-forward development of chongqing rail transit, the operating line
network scale increasing, the size of the operation and maintenance as well as enterprise
personnel cultivation increased pressure, operating company autonomous maintenance
mode facing the insufficient personnel technical force, management range is too large, high
labor costs and other practical problems, to chongqing rail transit operating company
long-term sustainable development. Therefore, for the purpose of improving management
level, reducing operating costs, reducing staffing and relieving operational management
pressure, the outsourcing maintenance mode will be formally implemented in some lines in
2019. However, after the implementation of the project, it also faces many new problems
and challenges, especially the most prominent ones are the large turnover of personnel,
uneven professional quality of personnel, relatively weak emergency support ability,
immature outsourcing management and control means and lack of systematic and
comprehensive evaluation system.
In order to accurately understand the outsourcing maintenance project management
level, accurately discover the deficiencies in management, continuously improve and
improve the management efficiency, and build the cost, efficiency, quality and other
advantages under the outsourcing maintenance mode, chongqing rail transit outsourcing
maintenance project management comprehensive evaluation study was carried out.
Based on principal-agent theory, core competence theory and related management
theory, this paper takes project implementation stage management as the dimension and
analyzes national industry standards, enterprise standards, relevant rules and regulations of
the company and the actual management content of outsourcing maintenance projects.
AHP and expert evaluation method (Delphi) are used to construct a comprehensive
evaluation index system of outsourcing maintenance project management with eight
first-level indexes and 30 second-level indexes: personnel management, material
management, plan management, site management, safety management, quality
management, emergency management and cost management. Then the established
comprehensive evaluation index system is used to carry out case project empirical research.
Based on the analysis of the relevant national and industry norms and the relevant system
of the company, and combined with the actual management experience evaluation set, and
