摘要
从当今企业管理经营模式的不断变迁与深化来看,现代企业的长远、健康发
展早已离不开与其密切相关的上下游企业和供应链体系。由于采购成本在企业经
营总成本中占据着很高的比例,企业想要实现有效的成本控制就必须重视对采购
成本的监督管理。对于企业发展而言,其重要基础就是成本控制,同时能够达到
企业获利的最佳目标。在企业日常经营活动中重要一项内容就是采购管理,起承
担着连接企业内外部的重要作用。所以,应该立足供应链视角研究采购管理。通
过全面研究分析供应链环境条件下采购成本,将会显著实现经营成本降低,并不
断提升竞争优势。与此同时,作为供应商和制造企业属于直接相关的上游企业,
与制造企业共同联结在供应链中,基于供应链的背景研究企业采购成本便不能忽
视供应商这一企业战略合作伙伴的评价、选择和关系管理等问题,从而达到成本
管控的目标。
本文的研究工作重点对 A公司的采购管理工作现状进行了调查和分析,从
采购管理机构和职能配置、采购物资管理、采购模式、采购流程、采购成本分析
五个角度明确了 A公司采购管理工作的现状,基于对现状的描述以及笔者对公
司实际采购管理工作的认识,总结出目前 A公司在采购管理工作中面临的具体
困境,包括采购成本控制中竞争过度,缺乏合作等。
为了能够帮助 A公司实现更好的采购成本管理工作,针对当前采购活动中
存在的问题,文章从企业的现实情况和面临的市场环境出发,指出了一系列的优
化改造建议:建议企业简化现存的采购流程;转变现有的采购模式,采取复合式
采购模式;重视供应商的管理及评价;建议对企业的物资进行科学分类;不断加
强企业的内部管理,强化人才队伍的建设,完善激励约束机制;优化企业的库存
管理方法;加强企业采购的需求预测。

Abstract
From the perspective of the continuous change and deepening of today's
enterprise management and operation mode, the long-term and healthy development
of modern enterprises has long been inseparable from its closely related upstream and
downstream enterprises and supply chain system. Because the purchase cost occupies
a high proportion in the total operating cost of enterprises, enterprises must pay
attention to the supervision and management of purchase cost if they want to realize
effective cost control. For the development of enterprises, the important basis is cost
control, and can achieve the best goal of enterprise profit at the same time. In the daily
business activities of an enterprise, an important content is procurement management,
which plays an important role in connecting the internal and external of the enterprise.
Therefore, we should study procurement management from the perspective of supply
chain. Through a comprehensive study and analysis of the procurement cost under the
supply chain environment, it will significantly reduce the operating cost and
continuously improve the competitive advantage. At the same time, as suppliers and
manufacturing enterprises are directly related upstream enterprises, they are
connected with manufacturing enterprises in the supply chain. Studying enterprise
procurement costs based on the background of supply chain can not ignore the
evaluation, selection and relationship management of suppliers as an enterprise
strategic partner, so as to achieve the goal of cost control.
The research work of this paper focuses on the investigation and analysis of the
current situation of procurement management of company a, and defines the current
situation of procurement management of company afrom five perspectives:
procurement management organization and function allocation, procurement material
management, procurement mode, procurement process and procurement cost analysis.
Based on the description of the current situation and the author's understanding of the
actual procurement management of the company, this paper summarizes the specific
difficulties faced by company a in procurement management, including excessive
competition and lack of cooperation in procurement cost control.
In order to help a company achieve better procurement cost management, aiming
at the problems existing in the current procurement activities, starting from the actual
situation and market environment of the enterprise, this paper points out a series of
optimization and transformation suggestions: it is suggested that the enterprise
