摘要
新冠肺炎疫情席卷全球以来,中国经济发展等受到严重冲击,为提振国民经济,提
高群众收入,保障居民最基本的生产生活需要,我国开启了以国内大循环为主体,国内
国际双循环相互促进的新发展格局。在这一背景下,基层公务员的工作有了新要求新变
化。随着群众法律意识和维权观念增强,基层矛盾点日益增多,基层公务员也面临工作
体量大、工资水平低、职务晋升慢等问题,一定程度上导致基层公务员工作动力减退,
效率降低,表现为职业倦怠。人民网、新华网等主流媒体也多次报道职业倦怠问题。只
有正确分析职业倦怠原因,有针对性提出整改措施,才能充分调动基层公务员工作的积
极性、主动性和创造性,进一步打造服务型政府。
本论文以分析职业怠倦为出发点,通过查阅国内外文献资料,梳理了国内外学者关
于职业倦怠问题的研究成果、存在的不足之处,进一步界定了基层公务员和职业倦怠概
念,并在此基础上,以H省S县县直和乡镇登记备案的公务员为研究对象,进行职业倦
怠问题实际调研工作。论文以李超平博士修订的MBI-GS量表为测量工具,向S县120
名基层公务员发放调查问卷,统计分析结果表明S县基层公务员存在中度职业倦怠。为
探究职业倦怠背后的原因,采取对S县基层公务员开展了个别访谈,根据访谈结果从基
层公务员个人角色、工资待遇、社会环境和奖励激励等多方面多角度分析了S县基层公
务员职业倦怠情况,在之前学者研究的基础上,创新性的加入了工作内容对职业倦怠的
影响,结合研究成果,本文从个人、工作、组织和社会四个层面提出了对职业倦怠干预
缓解对策。本论文通过研究基层公务员职业倦怠现状,有针对性对存在职业倦怠的公务
员开展价值观养成、心理疏导等对策,可在一定程度上降低职业倦怠发生率,为贯彻为
民服务理念,走好群众工作路线打下坚实的基础。

ABSTRACT
Since the Corona Virus Disease 2019( COVID-19) has swept the world, China’s economic
development has suffered an unprecedented severe impact. In order to boost the national economy, increase
the income of the people, and guarantee the basic production and living needs of residents, an new
development pattern with the domestic big cycle as the main body and the mutual promotion of the
domestic and international double cycles has been implemented, which has also put forward new
requirements and changes for the work of grass-roots civil servants. With the enhancement of people's legal
awareness and rights protection concept, grassroots conflicts have increased. The problems of large-scale
work, low wages, and slow promotion of grass-roots civil servants have gradually become prominent,
which led to the decline of work motivation and efficiency of grass-roots civil servants to a certain extent.
These manifestations were collectively referred to as job burnout, and have been reported for many times
by mainstream media such as People's Daily Online and Xinhuanet. It is very important to correctly
analyze the causes of job burnout and put forward targeted rectification measures, which can fully mobilize
the enthusiasm, initiative and creativity of grass-roots civil servants and further build a service-oriented
government.
Taking the analysis of job burnout as the starting point, this paper sorted out the research results and
shortcomings of domestic and foreign scholars on job burnout by consulting domestic and foreign literature,
and further defined the concepts of grass-roots civil servants and job burnout. On this basis, the civil
servants registered and filed in the county and townships of S county in H province were used as the
research objects to conduct practical research on the problem of job burnout. Taking the MBI-GS scale
revised by Dr. Li Chaoping as the measurement tool, this paper distributed the questionnaires to 120
grass-roots civil servants in S County. The statistical analysis results showed that there was moderate job
burnout in grass-roots civil servants in S County. In order to explore the reasons behind job burnout, we
conducted individual interviews with grassroots civil servants in S County, and analyzed the job burnout of
grassroots civil servants in S County from various perspectives, including their personal roles, wages,
social environment, and incentives etc. On the basis of previous research by scholars, the impact of job
