时如白驹过隙,研究生求学生涯已接近尾声,由于我个人原因,这段学习
经历未能如期完结,经历了延期,在此特别感谢中国矿业大学对于在职研究生
的包容与支持。
感谢我的导师张静教授,她为人宽厚仁爱,做学问严谨睿智。从论文选题
开始,到论文结构确定、案例选取,在论文撰写的全过程,张静教授给予了我
悉心指导,即使在我延期毕业期间,张静教授依然给予我鼓励和帮助,让我直

摘要
随着全球一体化进程加快,各国对于人才资源的抢夺更加激烈,某个地区
经济发展水平通常会直接受到其人才要素的巨大影响,高层次人才更是推动地
区发展的中坚力量。作为国家级经济开发区的徐州经开区是整个徐州市经济发
展的重要推动力,也是徐州产业高质量发展的主战场,目前,徐州经开区早已
构成了一个以智能研发、集成电路、新能源等为主要支柱的多方向产业体系,
对高层次人才的需求日益增大,但现实徐州经开区在中高层次方面的人才缺口
依旧非常庞大,高层次人才引进政策体系还不够完善。为打造区域人才高地,
就必须以创新优势增强竞争优势,从根源处对人才引进政策展开宏观层面上的
重视、加深探究、合理构建,全面提升人才吸引力。
本文先对徐州经开区的基本状况、所实施高层次人才引进政策的实际状况
展开论述,剖析其政策中的主要问题,且进行思考与分析。徐州经开区高层次
人才引进政策存在的主要问题包括人才工作制度和机制不健全、引进政策单一、
配套措施不完善、引才政策缺乏针对性、科研条件和新技术转化能力不足等。
研究中通过与昆山经开区、江宁经开区引进高层次人才政策的横向对比,总结
美国、日本人才引进先进经验,在此基础上提出徐州经开区高层次人才引进政
策调整措施,也就是从健全引才机制、拓宽引才渠道、完善配套措施、推进产
才融合、推动产学研一体化发展等方面进行完善。

Abstract
With the acceleration of the globalization process, the scramble for human
resources has become more fierce. High-level talents are the backbone of regional
development. As a national economic development zone, Xuzhou Economic
Development Zone is an important driving force for the economic development of
Xuzhou as a whole, and it is also the main battlefield for the
high-quality
development of Xuzhou’s industry, and the main force of high-quality
development.With the development of four strategic emerging leading industries of
high-end equipment and intelligent manufacturing, new energy and new materials,
integrated circuits and ICT, biotechnology and new medicine, Xuzhou Economic
and Technological Development Zone has an increasing demand for high-level
talents.However, the reality is that there is still a large gap in the high-level
professional talents in Xuzhou Economic Development Zone, and the high-level
talent introduction policy system is not perfect.In order to build a regional talent
highland, it is necessary to use innovative advantages to enhance competitive
advantages, fundamentally conduct a macro-examination, in-depth thinking, and
optimal design of talent introduction policies, so as to comprehensively enhance talent
attraction.
This article first discusses the basic conditions of the Xuzhou Economic
Development Zone and the actual conditions of the high-level talent introduction
policies implemented, analyzes the main issues in its policies, and conducts reflection
and analysis,and reflects on them. The main problems in the introduction policy of
high-level talents in Xuzhou Economic and Technological Development Zone include
imperfect talent work system and mechanism, single introduction policy, imperfect
supporting measures, lack of pertinence in talent introduction policy, insufficient
scientific research conditions and insufficient capacity for new technology
transformation. In the study, through a horizontal comparison with the policies for the
introduction of high-level talents in Kunshan Economic Development Zone and
Jiangning Economic Development Zone, the introduction of high-level talents in
Xuzhou Economic and Technological Development Zone was once again proposed.
Policy optimization measures include improving the talent introduction mechanism,
broadening talent introduction channels, improving supporting measures, advancing
the integration of industry and talent, and promoting the integrated development of
