摘要
当今世界知识产权已成为主导企业竞争力的重要要素，企业是自主创新的主体，更
是知识产权开发申请、综合运用和后续管理的主体，企业的主导专利将是影响其生存的
重要砝码。企业通过知识产权技术占据优势，在加强创造、运用和保护的同时，企业的
知识产权管理尤其重要，提高企业的知识产权管理水准是加强自立更新的首要保证。我
国知识产权管理整体起步较晚，企业在知识产权申请保护、管理运营和法律维权方面存
在一定问题。作为企业，做好知识产权管理，树立产权保护理念，提高管理水平，不仅
可支撑自身后续成长，获得竞争优势，通过较小的投入获得较大的市场份额；亦能促使
自身技术更新，实时获得法规政策保障，又能实时把准最新技术的发展走向，为自身铺
平技术创新发展道路。
ZZBK公司是一家自主新能源汽车生产企业，公司致力于电动汽车的研发及技术创
新，产品定位为中高端轿车和电动出租车，具有可快速充电，续驶里程长等优势。在公
司经济效益大幅度提高的基础上，逐年增加研发经费，需要较高的知识产权管理水平提
升技术研发能力。本文选择 ZZBK公司作为研究对象，开展案例分析。在前期对公司进
行实地调研的过程中，访谈公司经理和知识产权专职管理人员及相关部门主管，掌握经
营发展现状，重点了解公司知识产权管理水平。本文借助层次分析法、模糊综合评价等
管理学工具，通过发放调查问卷，对 ZZBK公司知识产权管理情况进行定性和定量评价，
概括了该企业知识产权开发申请、综合运用及后续运营的管理情况和知识产权管理应对
风险能力，结合 ZZBK公司实际发生的实例，分析其知识产权管理中存在的问题及原因，
相应提出针对 ZZBK公司知识产权管理的改进建议。
根据分析结果相应提出以下建议，加强开发申请管理人才培训适时申请专利；增加
检索专业人才；设计并有效实施科技创新激励制度；建立公司各部门知识产权协同联动
机制；提升专利质量交换和转让公司专利；积极参与企业知识产权联盟合作共赢；健全
完善知识产权风险防控机制等，帮助 ZZBK公司高效管理知识产权，增强市场核心竞争
力，提升示范带动作用。

ABSTRACT
In today's world, intellectual property has become an important element of the competitiveness of
leading enterprises. Enterprises are the subjects of independent innovation, but also the subjects of
application, comprehensive application and follow-up management of intellectual property development.
Leading patents of enterprises will be an important weight affecting their survival. Enterprises take
advantage of intellectual property technology, while strengthening creation, application and protection,
enterprise intellectual property management is particularly important, improving the level of enterprise
intellectual property management is the primary guarantee to strengthen self-reliance and renewal. In our
country intellectual property management as a whole started late, enterprises have some problems in
intellectual property application protection, management and operation and legal rights protection. As an
enterprise, to do a good job in intellectual property management, establish the concept of property rights
protection and improve the management level can not only support its subsequent growth, gain competitive
advantages, and gain a larger market share through less investment. Also can promote their own technology
update real-time access to laws and policies, but also real-time quasi - latest technology development trend,
for their own technological innovation development road.
ZZBK company is an independent new energy vehicle production enterprise, the company is
committed to the research and development of electric vehicles and technological innovation, product
positioning for high-end cars and electric taxis, with quick charging, long driving range and other
advantages. On the basis of the substantial improvement of economic benefits of enterprises, the annual
increase of R&D funds requires a higher level of intellectual property management to enhance
technological research and development capabilities. This paper chooses ZZBK company as the research
object and carries out case analysis. During the field investigation of the company in the early stage, the
general manager and full-time intellectual property management personnel of the company were
interviewed to grasp the current situation of business development and focus on the company's intellectual
property management level. With the help of management tools such as analytic Hierarchy Process, this
paper conducts qualitative and quantitative evaluation on the intellectual property management of ZZBK
