摘要
随着国家市场调控政策的相继出台,房地产行业经营不再是有地、有资金就能获取
暴利的时代,为适应行业形势变化及市场竞争,房地产企业逐步向精益化管理转变,绩
效考核作为提升企业绩效的工具逐步被企业重视。绩效考核作为绩效管理的核心管理动
作,合理的优化公司绩效考核体系对企业绩效管理水平的提升有重要影响。本文以 PF
地产公司为例,通过对 PF地产公司各部门经理的绩效考核体系进行研究、优化和完善,
构建一套与 PF地产公司发展相适配的绩效考核体系,从而提升 PF地产公司的绩效管理
水平,提高企业综合管理竞争力,促进企业整体战略目标达成。
本文主要采用了文献研究法、访谈法、问卷调查法、层次分析法,在研究国内外绩
效考核体系相关理论的基础上,对 PF地产公司部门经理进行访谈,同时对同行业标杆
企业同性质职位人员开展问卷调查,通过分析了解到 PF地产公司绩效考核体系存在考
核指标设置与战略不关联、考核方法不适用、考核周期不合理、考核反馈不及时、考核
结果应用不合理等问题。本次优化研究立足以上问题,综合理论与调查分析结果,将公
司长期战略与短期目标相结合,通过平衡计分卡、层次分析法将组织绩效分解为财务、
客户、内部运营、学习与成长四个一级指标,结合一级指标分解细化二级指标,运用层
次分析法确定各级指标的权重设置,并通过一致性检验确定指标权重。各部门经理通过
各层级指标及权重设置个人的绩效考核目标。保障措施方面,从组织保障、制度及培训
保障、绩效考核激励机制、信息化建设四个方面建立与之匹配的保障措施及激励机制,
确保绩效考核体系的落地效果。
本文通过对 PF地产公司部门经理的绩效考核体系的研究,初步解决了快速发展且
业务周期较长的房地产企业绩效考核体系优化问题。将绩效考核体系与公司战略目标相
结合,通过对绩效考核体系的合理优化,帮助企业更好的实现整体战略目标。

Abstract
With the introduction of the National Market Regulation Policy One after another, the
real estate industry is no longer an era in which there is land and capital to reap huge profits.
In order to adapt to the changing situation and market competition, real estate enterprises are
gradually turning to lean management, performance appraisal as a tool to improve enterprise
performance is gradually being valued by enterprises. Taking PF real estate company as an
example, Through the research, optimization and improvement of the performance appraisal
system of managers of various departments of PF Real Estate Company, a set of performance
appraisal system suitable for the development of PF Real Estate Company will be constructed,
so as to improve the performance management level of PF Real Estate Company and improve
the competition of comprehensive management of enterprises. to promote the achievement of
the overall strategic goals of the enterprise.
The paper mainly adopts the literature research method, the interview method, the
questionnaire survey method, the analytic hierarchy process, in the research domestic and
foreign performance appraisal system related theory foundation, carries on the interview to
the PF Real Estate Company Department manager, at the same time, a questionnaire survey
was conducted among the same position personnel of PF real estate company, this thesis
analyzes the problems existing in the performance appraisal system of PF real estate company,
such as the setting of appraisal index and strategy is out of step, the appraisal method is not
suitable, the appraisal cycle is unreasonable, the appraisal feedback and the application. Based
on the above problems, this optimization research combines theories and survey analysis
results, combines the company's long-term strategy with short-term goals, and decomposes
organizational performance into four parts: finance, customers, internal operations, learning
and growth through balanced scorecard and analytic hierarchy process. A first-level index,
combined with the first-level index to decompose and refine the second-level index,
determine the weight settings of the indicators at all levels through the analytic hierarchy
process, and confirm the index weight through the consistency test. Managers of each
department set individual performance appraisal goals through indicators and weights at
