XHH村镇银行职工绩效考核体系优化研究
摘要
随着中国经济市场的不断变化和金融业改革的不断深入,人力资源的管理和
开发正逐步成为银行重要组成部分,这同样适用于村镇银行。作为一种新型的农
村经济组织,村镇银行在支持农业小微企业、服务农业、农村、农民领域有着显
著作用。然而,在当今市场新的形式下,村镇银行的发展有新的机遇,也有新的
问题需要解决。因此,村镇银行想要继续提升自身成长,就要更加完善人力资源
体系。绩效考核体系作为人力资源管理的内部支撑,在人才引进方面起着决定性
的作用。因此,如何做好绩效考核工作,打造一支符合自身发展需要的优秀团队,
成为了如今村镇银行讨论的重点,基于绩效考核理论,结合当前的行业环境,做
好村镇银行的绩效考核工作,是村镇银行未来发展战略的重中之重。
本文分析了XHH村镇银行的相关情况,包括职工绩效考核体系的基本情况和
现局,基于此优化了银行当前绩效考核体系的设计。通过深入分析现有绩效考核
体系,结合问卷调查、现场访谈等调查工具,在调查研究的基础上,分析该银行
的服务对象、业务范围、职员结构等特点,有针对性地进一步建立健全绩效考核
体系,在关键绩效指标法的理论之上重新设计优化新的绩效考核体系,将其拆解,
全面细化优化。主要做法如下:1、修改构建新的绩效考核体系,应用过程中强
化KPI、360考核和平衡计分卡法的使用,将绩效考核体系全面细化,明确绩效
分配;绩效分配向营销岗位倾斜,使绩效考核体系更加符合银行实际工作需要;
2、重新设计绩效考核流程,健全沟通与反馈机制,实时对绩效考核进行调整,
使绩效考核更符合发展;3、完善绩效考核指标。根据部门不同的工作性质,再
次调整绩效考核指标,使绩效考核发挥应有的作用,提高职工工作的踊跃性;4、
落实绩效考核结果的应用。根据考核结果,增加新的岗位晋升渠道,提供学习机
会,提升职工的向心力、创造力和公司核心竞争力。最终目标是提高银行的经营
效率、人事管理效率和水平,提升职工提升职工工作幸福感,提高职工工作积极
性,进而达到人员吸引的目的,使村镇银行的具有可广阔的发展前景。使银行针
对性更高,竞争力更强,作用更大,达到迅速占领城乡金融区域的目的。

ABSTRACT
With the continuous changes in China's economic market and the continuous
deepening of reforms in the financial industry, the management and development of
human resources is gradually becoming an important part of banks. This also applies
to rural banks. As a new type of rural economic organization, village banks play a
significant role in supporting agricultural small and micro enterprises, serving
agriculture, rural areas, and farmers. However, under the new form of the market
today, there are new opportunities for the development of rural banks, and there are
also new problems that need to be resolved. Therefore, if village banks want to
continue to improve their own growth, they must make their human resource system
more perfect. To be the internal support of human resource management, the
performance appraisal system plays a decisive role in the introduction of talents.
Therefore, how to do a good job in performance appraisal and build an excellent team
that meets their own development needs has become the focus of discussion in rural
banks. Based on the performance appraisal theory, combined with the current industry
environment, do a good job in the performance appraisal of rural banks. The future
development strategy of rural banks is the top priority.
This paper analyzes the relevant situation of XHH rural bank, including the basic
situation and the current situation of the employee performance appraisal system,
based on which the design of the current performance appraisal system of the bank is
optimized.After the deep analysis on the existing performance appraisal system,
combined with survey tools such as questionnaire surveys and on-site interviews,
after investigation and research, analyze the characteristics of the bank, such as its
service objects, business scope and staff structure, and further establish and improve
the performance appraisal system.Redesign and optimize the new performance
appraisal system based on the theory of key performance indicator method,
disassemble it, refine and optimize it comprehensively. The main methods are as
follows: 1. Revise and build a new performance appraisal system, strengthen the use
of KPI, 360 appraisal and balanced scorecard in the application process, fully refine
the performance appraisal system, and clarify performance distribution; performance
distribution is inclined to marketing positions, Make the performance appraisal
system more in line with the actual needs of the bank; 2. Redesign the process of
performance appraisal, perfect the communication and feedback mechanism, adjust
