十九大报告指出：“我国经济已由高速增长阶段转向高质量发展阶段”。这
是基于我国经济发展现状做出的科学合理的判断，是由量到质的重大飞跃。习总
书记在河南省考察时指出，推动高质量发展必须把制造业高质量发展作为主攻方
向。A客车公司作为客车行业的龙头企业，在河南省制造业中占有举足轻重的地
位，研究 A客车公司高质量发展，既是时代赋予企业的使命，又是企业适应时
代发展的需要。科学的构建高质量发展评价指标体系，既可以对 A客车公司高
质量发展进行客观的评价，又可以及时发现并解决高质量发展进程中存在的问题。
因此，本文基于 A客车公司现状展开高质量发展评价探究，不仅能为 A客车公
司高质量发展提供重要指导意义，对河南省制造业的可持续发展也具有一定理论
与实践参考作用。
本文首先回顾了有关高质量发展的评价方法、评价指标等相关文献，并做出
述评；其次对高质量发展的内涵、特征和实施路径进行了梳理，同时回顾了“十
三五”时期企业高质量发展状况以及“十四五”规划对高质量发展提出的新政策、
介绍了相关发展理论，为后续研究奠定了基础；然后，从长短期、动静态以及定
性定量相结合三个方面提出了高质量发展评价指标的选取原则，在指标体系构建
中运用问卷调查、专家访谈等方式，定量选取了企业发展能力、企业创新能力、
企业风险控制能力、企业营运能力和企业绿色发展能力五个一级指标和营业收入
增长率、R&D强度、内部控制指数、到期偿贷率等 30个具体指标；接着，运用
AHP确定指标权重，对所需数据进行标准化处理，通过加权求和的方式计算出
高质量发展总指数及各个分类指数；最后，对 A客车公司进行高质量发展评价
实施，并提出相关结论和可行性建议，为其高质量发展保驾护航。

Abstract
According to the report of the 19th CPC National Congress, "China's economy
has shifted from a stage of high-speed growth to a stage of high-quality development".
This is a scientific and reasonable judgment based on the current situation of China's
economic development. It is a major leap from quantity to quality. General Secretary
Xi pointed out during his inspection in Henan Province that the high-quality
development of manufacturing industry must be taken as the main direction to
promote high-quality development. As A leading enterprise in the bus industry, A bus
Company occupies A pivotal position in the manufacturing industry of Henan
Province. To study the high-quality development of A bus company is not only the
mission given by The Times, but also the need for enterprises to adapt to the
development of The Times. The scientific construction of high-quality development
evaluation index system can not only objectively evaluate the high-quality
development of A Bus Company, but also timely find and solve the problems existing
in the process of high-quality development. Therefore, based on the current situation
of A Bus Company, this paper carries out high-quality development evaluation and
exploration, which can not only provide important guidance for the high-quality
development of A bus Company, but also provide A certain theoretical and practical
reference for the sustainable development of manufacturing industry in Henan
Province.
Firstly, this paper reviews the relevant literature on the evaluation methods and
indicators of high-quality development, and makes a review. Secondly, the
connotation, characteristics and implementation path of high-quality development are
sorted out. At the same time, the status of high-quality development of enterprises in
the 13th Five-Year Plan period and the new policies proposed by the 14th Five-year
Plan for high-quality development are reviewed, and relevant development theories
are introduced, laying a foundation for follow-up research. Then, from the long-term

combination of high-quality development evaluation index selection principles, in the
construction of the index system by questionnaire, expert interviews and other
methods. Five first-level indexes of enterprise development ability, enterprise
innovation ability, enterprise risk control ability, enterprise operation ability and
enterprise green development ability are quantitatively selected, and 30 specific
indexes such as business income growth rate, R&D intensity, internal control index
and maturity repayment rate are selected. Secondly, AHP is used to determine the
weight of indicators, standardize the required data, and calculate the total index of
high-quality development and each classification index by means of weighted
summation. Finally, the evaluation and implementation of high-quality development
of A Bus Company are carried out, and relevant conclusions and feasible suggestions
are put forward to escort the high-quality development of A bus Company.
