- I - 摘要 设备是港口生产的物质基础，随着使用年限的增长，设备不可避免的会发生 损耗，当这种损耗积累到一定程度就会发生故障，导致停产。设备维修作为设备 管理的一项重要工作，是将这种故障保持在可控范围内的重要手段。一套快速流 畅的审批流程则是保障设备维修效率必不可少的重要因素。 本文基于秦港股份二公司机构及人员现状，针对企业自修力量不足、外委维 修审批效率低下的问题，提出扩大外委维修范围的解决途径，对外委维修审批流 程进行流程再造，保证企业维修工作的顺利开展。 首先，本文依据选题背景，研究国内外流程再造方面理论成果的情况，有针 对性的对基础理论进行归纳总结，为论文研究提供理论指导。其次，依据流程再 造的选用原则和方法设计了新的流程。运用ECRS原则，取消无用流程，简化合 并冗杂流程，重排不合理流程顺序。最后，分析新流程推行可能遇到的阻力，从 管理制度、人力资源、考核机制、培训理念及资金支持五个方面提出保障措施。 本文针对企业外委维修审批效率低下、审批顺序不合理等问题进行流程再 造，提高外委维修审批效率，提升企业设备管理水平。同时，本文对于其他企业 审批流程再造方面的研究也有一定借鉴意义。 关键词：维修；流程再造；5W2H分析法；ECRS原则 燕山大学工商管理硕士学位论文 - II - Abstract Equipment is the material basis of port production. With the increase of service life, the equipment will inevitably suffer loss. When the loss accumulates to a certain extent, it will fail, leading to production halt. As an important part of equipment management, equipment maintenance is an important means to keep this kind of fault in a controllable range. A fast and smooth approval process is an essential factor to ensure the efficiency of equipment maintenance. Based on the current situation of The second port branch of Qinhuangdao Port Co., Ltd, aiming at the problems of insufficient self-repair power and low efficiency of outsourcing maintenance approval, this paper proposes solutions to expand the scope of outsourcing maintenance, reengineer the process of outsourcing maintenance approval, and ensure the smooth development of enterprise maintenance work. First of all, according to the background of the topic, the paper studies the theoretical results of Process Reengineering at home and abroad, summarizes the basic theory, and provides theoretical guidance for the research.Secondly, according to the selection principle and method of BPR, the paper designs a new process. By using the principle of ECRS, the company cancels the useless process, simplifies the redundant process, and rearranges the unreasonable process sequence.Finally, the paper analyzes the possible resistance of the implementation of the new process, puts forward safeguard measures from five aspects of management system, human resources, assessment mechanism, training concept and financial support. In this paper, the process reengineering is carried out to solve the problems of low efficiency and unreasonable approval sequence of outsourcing maintenance. The process reengineering improves the approval efficiency of outsourcing maintenance, and improves the level of enterprise equipment management. At the same time, this paper also has some reference significance for the research of other enterprises' approval process reengineering.
