随着生态环境保护监管力度的不断加大、标准的持续提高,特别是榨菜废水 除原有监控指标外,新增明确了氮、磷等监控指标,促使涪陵区众多榨菜企业不 得不对废水处理设施进行升级改造,才能满足新的环境保护标准和环境监管要求。 但部分企业在对废水处理设施改造过程中,发现很多废水处理方法和方式都能够 与企业废水排放实际情况相匹配,也是因为如此,企业无法很好地作出决策。 针对上述问题,本文通过深入分析国内外众多榨菜废水处理方法和处理方式, 提出几种备选方式方法,在结合企业的实际情况的基础上,确定废水处理方法, 并引入全寿命周期成本技术,将几种不同的废水处理方式对应的废水处理设施升 级改造的总层本进行比对分析,结合费用效益分析方法将总成本分为投资成本、 运维成本和社会环境成本三大部分,再通过差额比较方法得出几种处理方式的经 济优劣比较。在此基础上,本文通过全面考虑废水处理设施改造对企业未来发展 的影响、对周边生态环境的影响以及对社会创造价值的影响等相关影响因素,探 索建立废水处理项目决策指标体系,并引入模糊分析法、层次分析法,将一些定 性指标有效转换为定量指标,再通过一定方法优化决策指标权重的确定,最后评 价出不同方案的指标值,为最终的废水处理方式决策提供更为可靠的依据。 通过分析CM食品有限公司的废水处理工艺现状和环保要求标准,本文提出 了企业进行榨菜废水处理项目优化决策的必要性;并通过对该废水处理项目的经 济型性进行研究,论证了全寿命周期成本管理以及费用效益分析等方法在废水处 理项目优化决策分析经济性评估上的有效性;同时,论文在对废水处理项目的决 策进行综合评价时,在定量地分析经济效益指标外,还额外引入了社会、环境等 其他定性指标,并通过建立的榨菜废水处理项目优化决策评价指标体系,成功将 定性指标转换为定量指标,为综合决策分析提供了可靠的数据支撑。 关键字:环境保护;废水处理;全寿命周期成本测算;模糊分析;层次分析法 西安建筑科技大学硕士学位论文 II Optimizationdecisionofwastewatertreatmentproject ofCMFoodCo.,Ltd Specialty:MBA Name:FanYiming Instructor:GaoXvkuoProfessor Abstract Withthecontinuousincreaseofsupervisiononecologicalenvironmentprotection andthecontinuousimprovementofstandards,inparticular,inadditiontotheoriginal monitoringindicators,monitoringindicatorssuchasnitrogenandphosphorushavebeen addedanddefined,whichmakesmanymustardenterprisesinFulingDistricthaveto upgradetheirwastewatertreatmentfacilitiestomeetthenewenvironmentalprotection standardsandenvironmentalsupervisionrequirements.However,someenterprises foundthatmanywastewatertreatmentmethodsandmethodscanmatchwiththeactual situationofwastewaterdischargeintheprocessofwastewatertreatmentfacilities transformation.Becauseofthis,enterprisescannotmakegooddecisions.
