经过50多年的开发,中国石油大港油田公司XX采油厂已相继进入中后期开采 阶段,面临高含水、高采出程度、高采油速度的“三高”阶段,直接影响油田企 业的生产经营和可持续发展。经济全球化的速度越来越快,我国经济体制也在不 断的持续改革,经营环境的变化也比较迅速,油田企业面临严峻考验和严峻挑战。 经营风险大增、国家保护日趋弱化、竞争范围、竞争对手和竞争规则的变化导致 竞争倍增,如何运用科学有效的管理模式来提高油气生产单位的稳健可持续发展 能力,是目前的重要问题。 本文以采油厂的生产运行模式为研究对象,通过对己有国内外研究文献的分 析和整理,以项目管理组织理论和全生命周期理论为指导,对XX采油厂的当前生 产运行模式进行了研究,发现其在生产运行过程中由于传统组织结构造成的问题, 同时通过发放意见调查问卷和讨论明确了项目管理组织构建的必要性,经过不断 的摸索试验,最终按照油气生产的全生命周期理论,设计出了覆盖油气生产全流 程的项目管理组织新机制,形成“1+4+1”项目管理运行模式。 项目管理组织构建后的主要工作如下: (1)按照油气开发全过程中的不同阶段的重点工作创建“1+4+1”项目运营 管理部并明确职责。 (2)通过流程再造使得油气开发工作更加的高质高效。 (3)明确了运行保障措施,推动采油厂项目管理组织的高效运行。 (4)通过对生产企业运行的持续进行跟踪,对比分析评价在新机制下的生 产发展情况。 在构建项目管理组织后,经过一段时间运行后的分析表明:该管理模式能够 解决之前传统组织模式中存在的各类不足,大大提高了油气开发生产效果,同时 也对部分油田采油厂的下步组织机构改革提供了借鉴。 关键词:油气生产全生命周期项目管理组织组织构建 II Abstract Aftermorethan50yearsofdevelopment,XXoilproductionplantofDagang OilfieldCompanyofPetroChinahasenteredthemiddleandlatestageofproduction. Facingthe"threehigh"stageofhighwatercut,highrecoverydegreeandhighoil recoveryrate,itisdifficulttostabilizecrudeoilproduction,whichdirectlyaffectsthe production,operationandsustainabledevelopmentofoilfieldenterprises.Atthesame time,withtheacceleratedpaceofeconomicglobalization,China'seconomicsystem reformismorein-depth,thebusinessenvironmenthasundergoneprofoundchanges, oilfieldenterprisesarefacingseveretestsandsharpchallenges.Alltheseindicatethat oilfieldenterpriseshaveenteredanewstageofall-round,multi-leveland wide-rangingopening,competitionanddevelopment.Howtousescientific managementmodetomaintaincompetitiveadvantagehasbecomeanimportantissue atpresent. Thispapertakesoilandgasproductionofoilproductionplantastheresearch object,throughtheanalysisandcollationofdomesticandforeignresearchliterature, guidedbymodernenterpriseprojectmanagementorganizationtheory,project managementtheoryandlifecycletheory,thecurrentproductionandoperationmode ofXXoilproductionplantisstudied,andtheproblemscausedbytraditional organizationstructureintheproductionandoperationprocessarefoundAfter continuousexplorationandexperiment,accordingtothelifecycletheoryofoiland gasproduction,anewprojectmanagementorganizationmechanismcoveringthe wholeprocessofoilandgasproductionisdesigned,forminga"1+4+1"project managementoperationmode,andimprovingtheshortcomingsofthecurrent managementmode. Themainworkaftertheconstructionofprojectmanagementorganizationisas follows: (1)Accordingtothekeyworkofdifferentstagesinthewholeprocessofoiland gasdevelopment,establishthe"2+4+2"projectoperationmanagementdepartment andclarifytheresponsibilities. III (2)Throughprocessreengineering,theoilandgasdevelopmentworkismore high-qualityandefficient. (3)Theoperationguaranteemeasuresaredesignedtopromotethesmooth operationofprojectmanagementorganization. (4)Throughthecontinuoustrackingofproductionoperation,theproduction situationunderthenewmechanismiscomparedandevaluated. Accordingtotheoperationofprojectmanagement,theproductionandoperation managementeffectofoilproductionplantsshowsthatthemanagementmodecan solvethevariousshortcomingsexistingintheprevioustraditionalorganizationmode, greatlyimprovetheoilandgasdevelopmentandproductioneffect,andalsoprovide referenceforthenextorganizationalreformofsomeoilproductionplants.
