近年来,随着中国经济大时代的转型,利率市场化和金融改革的发展,银行业面临 着巨大的压力和挑战。我国传统的商业银行仍存在只追求扩张速度,强调银行市场占有 率,忽视银行长久发展的情况。随着经济的发展,一些绩效管理问题逐渐凸显出来,例 如:经营管理不足、人才流失迅速、风险防范意识薄弱等。因此,商业银行迫切需要采 取措施,加快经营经营模式的创新和发展。一个有效实用的绩效评价体系将对于银行的 业务发展和内部管理都有极大的导向作用。 本文首先对研究的背景和意义进行详细介绍,将国内外对商业银行经营绩效、商业 银行经营绩效评价以及商业银行经营绩效评价体系分层次地逐一进行梳理和阐述。然后 对商业银行经营绩效评价体系进行了相关概念介绍,为接下来的J银行经营绩效评价体 系提供一定的理论基础。接下来,本文就以J银行GZ市内支行经营绩效评价体系为实 际分析对象,详细描述了该单位的经营绩效情况。根据J银行GZ市内支行目前的经营 绩效评价体系现状,从考核目标定位、绩效体制、组织构架、考核指标设计等方面提供 体系的问题和不足之处。最后,针对这些问题,本文重新构建了J银行GZ市内支行经 营绩效体系。一是全方位的构建经营绩效评价体系的维度;二是选取关键经营绩效指标 来建立经营绩效考核主体指标;三是实行全员全产品计价考核体系突出员工个人成绩; 四是实行差异化考核:网点差异化、时序差异化、岗位差异化。五是实施其他的相关有效 的辅助管理措施;通过文本的研究,希望能够能够切实解决经营发展中出现的某些问题, 并对提升商业银行的经营管理水平有一定的借鉴作用。 关键词:商业银行;经营绩效评价体系;经营管理水平 II ABSTRACT Nowadays, with the economics changed, interest rate liberalized and finance developed, banks are under a huge burden of pressure and facing a big of challenge. However, traditional banks in our country are still pay attention to expansion and marketing take-up rate, ignoring the long development of banks in future. As the development of economy, some managerial problems appeared gradually, such as the lack of managerial methods, inadequate ability of financial innovation, overflow of talent, weak conscious on risk, and so on. Therefore, commercial banks are in urgent need of some measures for innovating and developing managerial methods. A useful performance evaluation will be great helpful to business development and internal management of banks. First of all, this thesis will briefly introduce the background and meaning of the research, which sets forth the performance appraisal system of commercial banks. Then, some related theories will be discussed to be basis for later performance appraisal system analysis. By following with that, this thesis will take the institutions of GZ city of commercial bank J as a practical case to describe the performance appraisal system of it in detail and find out problems and drawbacks of this system. Last but not least, the author will rebuild a performance appraisal system for the institutions of GZ city of commercial bank J, which includes building all-directional performance appraisal system, selecting key indexes of the business performance to set up the main performance appraisal organization, implementing all staff and product valuation assessment to reflect the individual performance, and carrying out that differentiated assessment such as branch differentiation, temporal differentiation and position differentiation. In addition, some effective managerial measures will be supplemented. It is hoped that some problems which occurred in business management of commercial banks could be got resolved indeed and some administrative staffs could absorb certain useful experience through reading this thesis.
