组织绩效管理一直是经济和管理学界研究的热点问题。由于行业特点,作为占据 我国第二产业重要位置的服装企业,组织绩效管理的繁杂、混乱、不成体系,已严重 阻碍了大多数服装企业的发展。以战略为导向的组织绩效管理,不但能将组织与个人 纵向间、部门与部门横向间工作有机整合成一体,而且能形成联动机制,充分挖掘员 工潜能,实现员工与组织“双赢”。因此,建立一套科学、合理的组织绩效管理方案, 对提升服装企业在市场大潮中的竞争力,保证服装企业的可持续发展,有着非常重要 的意义。 本文基于服装企业经营与岗位管理自身特点,试图将组织战略、组织绩效、岗位 考核管理融为一体,设计出符合服装企业自身发展特点的绩效管理方案,并进一步从 员工与上级本身、制度与流程本身、组织氛围与管理本身,阐述出如何加强服装企业 绩效的全方位管理。 本文以理论知识为基础,公司实际为载体,在战略目标、行动计划、组织结构、 工作分析、制度流程设计完善的前提下,从绩效管理的计划、监控、考核、反馈和应 用开发五个阶段详细构建该组织绩效管理方案。设计中,尤其侧重在组织绩效管理制 度和程序、考核方法和考核量表、考核指标目标的提取与分解等关键点进行详细描述; 最后,是对该组织绩效管理方案构建的预期效果和完善性进行说明。通过组织绩效管 理方案构建,达到实现战略和可持续发展的目的,并希望藉此,摸索出服装企业可操 作性较强的组织绩效管理方案模版。 关键词:服装企业;战略导向;组织绩效;BSC II ABSTRACT Organizationalperformancemanagementhasalwaysbeenahotissueineconomicsand management.Duetothecharacteristicsoftheindustry,asagarmententerpriseoccupyingan importantpositioninChina'ssecondaryindustry,thecomplicated,chaoticandfragmented organizationalperformancemanagementhasseriouslyhinderedthedevelopmentofmost garmententerprises.Strategy-orientedorganizationalperformancemanagementnotonly integratestheverticalandhorizontalworkbetweenorganizationsandindividuals,butalso formsalinkagemechanismtofullyexploitthepotentialofemployeesandachieve "win-win"foremployeesandorganizations.Therefore,theestablishmentofascientificand reasonableorganizationalperformancemanagementplanisofgreatsignificancetoenhance thecompetitivenessofgarmententerprisesinthemarkettideandensurethesustainable developmentofgarmententerprises. Basedonthecharacteristicsofthemanagementandpositionmanagementofgarment enterprises,thispaperattemptstointegratetheorganizationalstrategy,organizational performance,andpostassessmentmanagementintoone,anddesignaperformance managementschemethatconformstothecharacteristicsofthedevelopmentofgarment enterprises.Andfurtherfromtheemployeeandthesuperioritself,thesystemandthe processitself,theorganizationalatmosphereandthemanagementitself,howtostrengthen theoverallmanagementofgarmententerpriseperformance. Basedontheoreticalknowledge,thecompanyisactuallythecarrier.Underthepremise ofstrategicgoals,actionplans,organizationalstructure,workanalysis,andsystemflow design,Theorganization'sperformancemanagementschemeisconstructedindetailfromthe fivestagesofperformancemanagementplanning,monitoring,evaluation,feedbackand applicationdevelopment.Inthedesign,especiallyintheorganizationperformance managementsystemandprocedures,assessmentmethodsandassessmentscale,evaluation targetextractionanddecompositionandotherkeypointsaredescribedindetail;Finally,it explainstheexpectedeffectandperfectionoftheorganization'sperformancemanagement program.Throughtheconstructionoforganizationalperformancemanagementscheme,it achievesthegoalofachievingstrategyandsustainabledevelopment,andhopestofindout themodeloforganizationalperformancemanagementschemewithstrongoperabilityin garmententerprises.
