I 中文摘要 邮政事业是国家重要的社会基础公用事业,在长期以来为经济和社会发展、 保障公民通信权利等方面发挥了重要的作用,但进行现代企业制度改革后,则面 临市场的强烈冲击。根据《2018年邮政行业发展统计公报》显示,函件、包裹等 业务收入呈现明显下降趋势,各地邮政公司纷纷采用培训的方式提升员工的素质 和能力应对现状,但员工参与培训的积极性不高,员工队伍的整体素质和能力较 低,培训效果仍差强人意。 为更好的优化培训效果,本文以中国邮政集团公司市级分公司—P公司基层员 工为研究对象,根据邮政培训系统和P公司实地情况的特点,研究了国内外有关 培训和培训方案的理论,确定Goldstein三层次模型、柯氏四级评估模型、自主 学习理论作为理论支撑,通过分析问题、寻求解决办法,最终形成了P公司基层 员工培训方案设计,改变了P公司无基层员工培训方案设计的现状,通过增加培 训需求分析、培训效果评估确保培训方案的科学性,创新增加了企业文化、部门 主要领导见面交流会等课程内容和应急处理工作,同时在组织、制度、文化方面 提出保障措施,保证了培训方案的有效实施,为P公司培训的发展提供更多思路。 关键词:公司培训;基层员工;方案设计 黑龙江大学硕士学位论文 II Abstract Postal service is the national important social basic utilities, for economic and social development in a long time, protect the rights of citizens communication has played an important role, but after the modern enterprise system reform, is facing the market strong impact. According to the 2018 statistics bulletin of the postal industry, according to the correspondence, packages and other business income presents the obvious downward trend, local postal companies adopt the way of training to enhance the quality of employees and ability to deal with the status quo, but employees to participate in training the enthusiasm is not high, low staff's overall quality and ability, training effect is still poor. In order to better optimize the training effect, this paper takes the grassroots employees of P company, a municipal branch of China post group corporation, as the research object. According to the characteristics of the postal training system and the field conditions of P company, the domestic and foreign theories of training and training programs are studied. Goldstein three-level model, Koch four-level evaluation model and independent learning theory are determined as the theoretical support. Innovation has increased the content of corporate culture, meeting and exchange of department leaders and other courses and emergency handling work. Meanwhile, guarantee measures have been put forward in the aspects of culture, system and organization to ensure the effective implementation of the training program and provide more ideas for the development of P company's training.
