随着经济全球化的发展,企业的采购供应链管理面临更加激烈的市场竞争, 同时,采购供应链管理的内容也发生了巨大变化。当前采购供应链管理重点除采 购战略方案、企业资源管理外,还加入了供应商关系的维护、供应商分级管理等 与供应链相关单元,更强调合作共赢和供应链价值的最大化。目前大型国企物资 采购的供应链优化和管理要求越来越高,如何让采购物资供应链实现优化、高效 管理,以及使中海油信科公司在物资采购中竞争力的提升,降低经营中的物资采 购风险,达到降本增效是本研究主要目的。本研究从中海油信科公司物资采购供 应链现状出发,按照“提出问题-分析问题-解决问题”的逻辑思路,对中海油信 科公司物资采购供应链管理的优化问题进行研究。 目前供应链的管理逐渐成为了各个企业之间角逐的关注点,学术圈、企业圈 等对采购供应链管理的优化进行不断深入探究,因此供应链管理的优化成为了各 界关注的焦点,虽然目前对供应链管理的优化已经进行了大量的研究,学术圈也 呈现出大量的研究论文,但是随着世界经济高速发展,供应链也在不断变化,因 此本文研究内容以中海油信科公司现有物资采购供应链问题为研究对象,基于供 应链管理理论、供应链管理理论、综合风险理论、行业价值链理论和交易成本理 论,从采购供应链概念入手,基于中国石油行业内的国有企业目前进行物资采购 情况现状,对现有供应商管理和采购管理中存在的问题进行分析,并提出针对性 的优化策略,在进行供应商差异化管理的基础上,通过对采购物资进行分类,在 其物资分类的基础上使用行业价值链理论重新定义其供应商关系进行供应商关系 优化,最后按照差异化供应商管理进行采购流程的优化,从而实现全信息共享的 信科公司物资采购供应链优化方案。 本研究贡献是不仅让中海油信科公司着重于提高对供应商管理的效率和质 量,实现供应采购信息全共享,从而在大数据情况下实现交易成本最低化,还希 望通过对供应商进行分类管理,对供应商关系的重新梳理和整合,实现未来为中 海油信科公司带来 “1+1>2”的市场资源,共享信息、互尊互信、共谋发展,保 证中海油信科公司长久持续发展。 关键词:供应链,国有企业,实施方案,优化措施 MBA学位论文 作者:饶鸿 中海油信科公司物资采购供应链管理优化 I? Research on optimization of material purchase supply chain management of COIT’s Abstract With the development of economic globalization, enterprises’ procurement supply chain management is facing more intense market competition. At the same time, the content of procurement supply chain management has also undergone tremendous changes. In addition to the procurement strategy scheme and enterprise resource management, the current procurement supply chain management also pays much attention to supply chain-related units such as the maintenance of supplier relationship and supplier hierarchical management. What’s more, it gives greater priority to win- win cooperation and value maximization of the supply chain. At present, large state- owned enterprises have a higher requirement for the supply chain optimization and management for material procurement. Therefore, the main purpose of this research is to confirm how to optimize and efficiently manage the procurement material supply chain and to improve the competitiveness of COIT in material procurement and reduce material procurement risk in operation, so as to decrease cost and increase benefit. Starting from the current status of COIT’s supply chain, this research studies the optimization of supply chain management of COIT’s materials procurement in accordance with the logic of “raising a problem-analyzing the problem-solving the problem”. At present, the management of supply chain has gradually become the concern of competition among various enterprises. The academic circle and the enterprise circle continue to explore the optimization of procurement supply chain management, making the optimization of supply chain management become the focus of attention from all walks of life. Although a large amount of researches have been done on the optimization of supply chain management, and a lot of research papers have been presented in the academic circle. However, with the rapid development of the world economy, the supply chain is undergoing constant changes. Therefore, based on supply chain management theory, supplier management theory, comprehensive risk theory, industry value chain theory, and transaction cost theory, the paper takes the existing procurement supply chain issues of COIT as the object of research. The contribution of this research is not only to allow COIT to focus on the integration of the resources of many manufacturers in various regions, to integrate the procurement of COIT, and to reduce various transaction costs, but it is also hoped to produce the right quantities, qualities and conditions of products required by clients through the correct time and direction, which shall be delivered to the right place, and to guarantee COIT' s long-term and sustainable development by guaranteeing the interests of strategic clients and suppliers.
