本文认为广西建筑业各主体攻坚克难,锐意进取,在经济下行压力加大的情况下实 现总产值的稳定增长,为ZYY建筑公司的发展营造优良的外部环境。一是政策环境不断 优化,放管服改革切实提升建企办事和监管效率。淡化简化资质管理已成改革主流,信 用体系和诚信建设是政策改革的重点,工程总承包管理办法的后续出台有效促进行业融 合。二是建筑业对经济的支柱地位日益巩固。广西建筑业发展提质增效,区内重大项目 建设稳步推进。三是新建筑技术发展如火如荼。全过程工程咨询服务开展试点,装配式 建筑变革传统建造方式,建筑信息技术BIM应用日益广泛。四是“四库一平台”建设项 目已实现联网,市场规范性显著增强。 ZYY建筑公司的发展战略应定位为增长型相关多元化战略,立足广西,面向全国,实 施“建筑施工+采购平台+技术输出”的战略部署,以人才和技术为支撑,稳步扩展业务 规模和范围,有效夯实企业的市场竞争力和品牌影响力。发展战略内涵主要包括四个方 面。一是强化资质管理,以总承包优势为基础,完善“施工总承包+细分工程专业承包+ 专业分包”的施工链条,力争实现“全一级”资质体系,增强核心能力。二是优化升级 数字采购综合平台,打通上下游产业链,提供深度的规模化定制和成本控制管理套餐, 实现一站式服务。三是夯实质量安全和信用体系建设,坚持合规经营和绿色施工,打造 诚信环保建筑企业。四是实施人才强企战略,加大装配式建筑和建筑信息化技术的研发 力度,加强综合型项目经理团队的储备和输出,提供“优质团队+技术输出”的项目解决 方案一体化服务。 ZYY建筑公司发展战略实施保障措施体现在五个方面。一是优化组织运营,为战略 执行保驾护航。二是严把工程质量,彰显项目品牌价值。三是强化财务管理,夯实战略 资金保障。四是增强信息技术研发,支持企业深度发展。五是优化人力资源管理,建设 高素质队伍。 关键词: 广西ZYY工程建筑有限公司;SWOT分析;发展战略 II THE STUDY ON DEVELOPMENT STRATEGY OF GUANGXI ZYY ENGINEERING CONSTRUCTION CO., LTD. ABSTRACT This paper argues that the construction industry in Guangxi have been determined to overcome difficulties and make progress to achieve stable growth of gross output value under the increasing pressure of economic downturn. The industry is creating a good external environment for the development of ZYY Construction Company. First, the policy environment has been continuously optimized, and the efficiency of supervision in construction market has been significantly improved.Second, the construction industry is increasingly consolidating its position as a pillar of the economy. Third, new construction technology has developed rapidly.Fourth, the construction project of "four databases and one Platform" has realized networking, and the standardization of enterprises has been significantly enhanced. ZYY Construction Company should implement implement the development strategic of "Construction + Purchasing Platform + Technology Export", be supported by talents and technology, steadily expand business scale and scope, effectively consolidate the market competitiveness and brand influence.The connotation of development strategy mainly includes four aspects. First, the company should strengthen the management of qualifications, improve the construction chain of "general contracting + subcontracting + subcontracting",strive to achieve the "full-level" qualification and enhance core competence. The second is to optimize and upgrade the integrated platform of digital procurement, open up the upstream and downstream industry chain, provide deep customization and cost control management packages, realize one-stop service. Third, it should consolidate the construction of quality safety and credit system, adhere to compliance management and green construction, and build an honest and environmental protection enterprises. Fourth, the company should focus on talents,strengthen the research and development of construction technology, establish integrated project team, and provide integrated project solution service of "high-quality team + technology output". ZYY Construction Company's development strategy implementation safeguards are reflected in five aspects. The first is to optimize the organization and operation. Second,it should strictly control the quality of the project and highlight the brand value.Third is to strengthen financial management and consolidate strategic capital guarantee. Fourth, it should strengthen the research and development of information technology.Fifth, the company should make effort to optimize human resources management and build a high-quality team.
