I 摘要 交通运输是国民经济中基础性,先导性,战略性产业,是重要的服务性行业。高 速公路不仅是一个国家交通运输现代化的重要标志,也是一个国家基础建设现代化的 重要标志之一。高速公路在运输能力、速度和安全性方面具有突出优势,对促进一个 地区的交通物流建设、带动地区经济发展起着重要的作用。 自广东省第九次党代会确立区域协调发展战略以来,广东省先后提出了一系列促 进粤西地区经济发展的政策,但长期以来积累的基础设施落后,工业化程度低,政府 财政收入低等问题依然存在。高速公路的投资建设不仅给当地提供就业机会,促进交 通网的建设,也能给沿线地区产业的发展带来新的机遇。“要致富先修路”,粤西地 区高速公路路网发展的需求强烈,高速公路的投资建设是促进粤西地区发展的先行措 施。KC高速公路项目采用BOT+EPC+政府补助模式,是广西沿海地区及粤西山区通 往珠江三角中南部地区及珠江东岸的一条重要经济干线。 本文介绍了KC高速公路项目的背景和概况,然后对该项目存在的风险因素进行 识别,本项目的风险主要有政治风险、市场风险、金融风险、工程技术风险、外部协 作条件风险、内部管理风险。并对项目的风险进行了分析和评估,项目总体风险影响 最大的是项目市场风险,其次是金融风险,接着是工程技术风险,然后是外部协作条 件风险,最后是内部管理风险和政治风险。论文针对每个具体的风险提出了防范措施, 希望本论文对类似项目的风险管理有参考借鉴意义。 关键词:高速公路;BOT项目;风险管理 广东工业大学硕士学位论文 II Abstract Transportation is a basic, leading, and strategic industry in the national economy. Transportation is an important service industry. Expressways is not only an important symbol of a country's transportation modernization, but also one of the important symbols of a country's modernization of infrastructure. Expressways has outstanding advantages in terms of transportation capacity, speed, and safety, and play an important role in promoting the construction of transportation and logistics in a region and driving regional economic development. This article introduces the background and overview of the KC Expressway project, then identifies the risk factors existing in the project, analyzes and evaluates these risks, and proposes preventive measures for each specific risk. This thesis hopes to have reference significance for risk management of similar projects. coordinated development strategy, Guangdong Province has successively proposed a series of policies to promote economic development in western Guangdong. However, the infrastructure accumulated for a long time is backward, the level of industrialization is low, and government revenue is low. The problem persists. The investment and construction of highways not only provide local employment and promote the construction of transportation networks, but also bring new opportunities for the development of regional industries. In order to get rich and build roads first, there is a strong demand for the development of the highway network developed in the western Guangdong region. The investment and construction of expressways is a first measure to promote the development of the western Guangdong region. The KC highway project adopts the BOT + EPC + government subsidy model. It is an important economic trunk line from the coastal areas of Guangxi and the mountainous areas of western Guangdong to the central and southern regions of the Pearl River Delta and the eastern bank of the Pearl River. This article introduces the background and overview of the KC highway project, and then identifies the risk factors that exist in the project. The risks of this project mainly include political risk, market risk, financial risk, engineering technology risk, external collaboration condition risk, internal management risk . The risk of the project is mainly analyzed and evaluated. The project's overall risk has the greatest impact on the project market risk, followed by financial risk, then engineering technology risk, then external collaboration condition risk, and finally internal management risk and political risk .
