I 摘要 在国内最初推行监理制度的目的是为了实现“三控、三管、一协调”，由于国内 体制的影响，以及没有相对应的机制，本来理想当中的“三控”目的也就是控制投资、 进度以及质量管理但却没有发挥其理想作用而被异化，因此在实际工作当中，相当一 部分监理单位，单单把重心放置于质量监理方面，而当前怎样在质量管理的基础上， 重视业主服务，是当前监理公司信誉得到进一步提升的关键问题。 监理工作的主要任务是针对通信工程进行监管以确保其规范性，这同工程最终的 质量息息相关。然后通过对当前通信建设监理工作的实际状况进行分析可以发现其中 的不足和问题，例如说质量管理问题、监理工程师被过分的依赖，整个队伍的素质相 对低下，都导致了监理的意义未达到理想状态。 文章首先针对监理质量理论进行了综合性的探讨，并全面的阐述了监理制度以及 监理人员对于实际质量控制的执着以及意义，并针对其过程，依据，程序及方法展开 了综述。在这一前提下深入的探讨了ZTZX建立公司质量管理当前的状况，并总结其 在实际管理过程中的不足和缺陷，认为现阶段ZTZX监理公司从影响工程质量控制的 五大因素中监理质量控制存在的一些问题，重点阐述了人的因素占主导地位。面对公 司当前的诸多不足，结合公司的实际情况来对其控制方案进行优化和改善，分别从质 量控制手段以及相关控制措施两大方面入手展开探讨，前者主要针从加强项目监理部 的管理，完善项目监理部的相关制度、创造和谐施工环境等方面着手分析；后者主要 从事前、事中、事后控制措施优化着手分析。最后，论文提出用PDCA与动态控制 相结合，来阐述如何进行方案实施与监控，及从组织、技术、经济、管理四方面提出 了该方案实施的具体措施，力求解决企业的实际问题，并利用数据统计分析方法对实 施效果进行对比分析，在ZTZX基站建设项目中予以实践,取得了良好的效果。希望 对企业后期的质量控制起到一定的指导作用。 由于本人的认识水平有限，工作任务繁重，研究的时间紧张仓促，文中难免出现 一些不完善、不恰当以及研究不够深入的地方，比如一些考核环节的具体可操作性还 需要在实践中验证完善。对于本研究工作，恳请各位专家学者、师生同事多给予批评 指正。 关 键 词：通信项目、监理单位、质量控制 ABSTRACT III ABSTRACT The purpose of the first implementation of the supervision system in China was to achieve "three controls, three controls, and coordination." Then through the actual situation of the current communication construction supervision work that can be analyzed is also a lot of the shortcomings and problems, such as quality management, supervision engineer is dependent, the team's relatively low quality, have led to the supervision of the significance did not reach the ideal state. Firstly, this paper reviews the quality theory of supervision, and introduces the control process, basis, procedure and method of supervision system and supervisors in quality control. ZTZX supervision on the basis of company quality management status are described, the problems existing in the quality management has carried on the detailed analysis, points out that the current ZTZX supervision company from the five major factors influencing the engineering quality control in some problems of the supervision quality control, expounds the dominant factors. Aiming at the problems existing in the quality management of the company, this paper puts forward the improvement plan of quality control of ZTZX construction supervision company. Mainly from the quality control means and methods of optimization, the optimization of two aspects of the construction process quality control measures to the analysis, the former main needle from strengthening the management of project supervision department, and to perfect the relevant system, create a harmonious construction project supervision department of the environment analysis of the aspects such as; The latter is mainly engaged in the analysis of the optimization of the former, the incident and the ex post control measures.
