摘要
自“双碳”目标提出以来,国内各行业对未来光伏发展的预期不断上调,光伏产
业将迎来巨大的发展空间,进入大规模、高比例、高质量跃升发展阶段。光伏产业拥
有显著的“零碳”属性,将在未来能源体系中扮演重要角色,成为能源转型的代表,
担当起构建以新能源为主体的新型电力系统的重任。
做好光伏电站的项目质量管理既能够提高光伏电站的整体运营效率,又能降低资
源浪费,更好地促进光伏电站的发展。本文以一家从事光伏电站设计及建设的高新技
术企业 TZ 公司为研究对象,结合其参与设计并建设的安徽省内乡村光伏电站项目作
为案例,对项目质量管理进行研究探讨。以全面质量管理理论为基础,结合 5M1E 分
析法,三阶段控制原理对该光伏电站项目质量管理的现状进行分析。基于深入分析,
发现 TZ 公司的光伏电站项目质量管理主要的问题有:质量管理人员责任落实不足、
质量管理制度落后于项目要求、节点交接缺乏质量审核、缺乏施工现场安全保障、忽
略项目质量管理后续跟踪等问题并寻其成因。结合相关质量管理理论,从完善质量管
理体系、优化工作人员管理制度以及加强质量管理持续性建设等维度提出优化策略。
TZ 公司是一家集绿色能源科技产品的应用研究和生产集成、咨询、设计和工程
总承包等业务于一体的公司,研发能力与生产施工能力兼具,是一家在光伏电站设计
建设行业中较为领先的高新技术企业。对于该企业的项目质量管理优化研究对于后续
项目的有一定借鉴的作用,且对于同行业企业也有一定的参考性建议,有助于光伏电
站的进一步应用推广。

ABSTRACT
Since the“Double carbon” target was put forward, the domestic industry;s expectation
of the future photovoltaic development has been constantly raised, the photovoltaic
industry will usher in a huge space for development, we have entered a stage of large-scale,
high-proportion and high-quality development by leaps and bounds. The PV industry has a
significant“Zero carbon” attribute, and will play an important role in the future energy
system, as a representative of the energy transition, to assume the construction of new
energy-based new power system.
Good project quality management can not only improve the overall operation
efficiency of photovoltaic power plant, but also reduce the waste of resources, and better
promote the development of photovoltaic power plant. In this paper, a high-tech company
TZ engaged in the design and construction of photovoltaic power plant as the research
object, with its participation in the design and construction of rural photovoltaic power
plant projects in Anhui province as a case study, to carry on the research discussion to the
project quality management. Based on total quality management theory, combined with
5M1E analysis method and three-stage control principle, the present situation of the project
quality management of the photovoltaic power plant is analyzed. Based on in-depth
analysis, it is found that the main problems of the quality management of the PV power
plant project of TZ company are as follows: insufficient implementation of the
responsibilities of the quality management personnel, the quality management system
falling behind the project requirements, the lack of quality audit of the node handover, the
lack of safety guarantee on the construction site, the neglect of the follow-up follow-up of
the project quality management, etc. . Based on the relevant quality management theory,
the paper puts forward the optimization strategy from the aspects of perfecting the quality
management system, optimizing the staff management system and strengthening the
quality management sustainable construction.
TZ is a green energy technology product application research and production
integration, consulting, design and EPCM business in one company, R & D capabilities
and production and construction capabilities, is a photovoltaic power plant design and
construction industry in the leading high-tech enterprises. The research on the project
quality management optimization of the enterprise has a certain reference for the follow-up
projects, and for the same industry enterprises also have a certain reference suggestions,
