随着通信行业的快速发展,我国以前由三大运营商来各自建设通信基础设施的模式 已经不再适合通讯行业发展的时代需求。为了有效利用资源、土地、资金,国家通信基 础设施建设公司于2014年创立WF铁塔公司,以迅速接收三大运营商已建成的通信站 址,满足三大运营商通信基础建设的需求。此时,如何有效激发多文化融合背景下员工 的工作潜力和工作热情,有效应对原有国有企业身份转变带来的不利影响,就对绩效考 核体系的改进优化提出了挑战。 WF铁塔公司作为一个地区分公司,初建时设计的绩效考核体系在一段时间内的确 满足了人员少、岗位分工明确等特点。但随着公司业务量显著增加的现状,原有绩效考 核体已然无法满足员工绩效的考核要求。本文首先介绍了WF铁塔公司现有人力资源和 绩效考核体系的现状;然后通过问卷调查了解员工对于现有绩效考核体系的看法,并基 于数据统计识别存在的问题,比如:绩效考核指标不合理、绩效考核体系实施不到位等。 再次基于关键绩效考核法,对WF铁塔公司中基层员工现行的岗位职责表进行深度分析, 以建设发展部和运营维护部两个核心部门为例,提炼出各个岗位职责指标和职业态度指 标;并采用专家打分法和层次分析法计算权重;最后,针对各项绩效指标制定相应的考 核标准,完成了WF铁塔公司新的绩效考核体系的改进设计。论文从组织、制度、文化 等几个方面提供实施保障措施。 本文重新构建了新的定量指标为主的绩效考核体系,能够有效解决像WF铁塔公司 这样典型的国企地区分公司的绩效考核效果僵化的问题;对其他同类型的中小企业也有 一定的借鉴意义。 关键词:绩效考核;关键绩效指标;铁塔公司 研究类型:专题研究 Subject:ResearchonImprovementofEmployeePerformanceEvaluation SystemofWFTowerCompany Specialty:MasterofBusinessAdministration Name:LiuLeyang(Signature) Instructor:WangXinping(Signature) ABSTRACT Withtherapiddevelopmentofthecommunicationindustry,themodeofthreemajor operatorstobuildtheirowncommunicationinfrastructureinChinaisnolongersuitablefor thedevelopmentofthecommunicationindustry.Inordertomakeeffectiveuseofresources, landandfunds,thenationalcommunicationinfrastructureconstructioncompanyestablished WFtowercompanyin2014toquicklyreceivethecompletedcommunicationstationsitesof thethreeoperatorsandmeettheneedsofthecommunicationinfrastructureconstructionofthe threeoperators.Atthistime,howtoeffectivelystimulatetheworkpotentialandenthusiasm ofemployeesunderthebackgroundofmulti-culturalintegration,andeffectivelydealwiththe adverseimpactoftheoriginalstate-ownedenterpriseidentitychange,putforwardachallenge totheimprovementandoptimizationoftheperformanceappraisalsystem. WFtowercompanyasaregionalbranch,theperformanceappraisalsystemdesignedat thebeginningoftheconstructionreallymeetsthecharacteristicsoffewerpersonnelandclear divisionofpostsinaperiodoftime.However,withthesignificantincreaseofthecompany's businessvolume,theoriginalperformanceappraisalbodyhasbeenunabletomeetthe performanceappraisalrequirementsofemployees.Thispaperfirstintroducesthecurrent situationoftheexistinghumanresourcesandperformanceappraisalsystemofWFtower company;thenthroughthequestionnairesurveytounderstandtheemployees'viewsonthe existingperformanceappraisalsystem,andbasedondatastatisticstoidentifytheexisting problems,suchas:unreasonableperformanceappraisalindicators,inadequateimplementation ofperformanceappraisalsystem,etc.Thirdly,basedonthekeyperformanceappraisalmethod, thispapermakesanin-depthanalysisofthecurrentjobresponsibilitytableofthegrass-roots employeesinWFtowercompany,andextractsthejobresponsibilityindicatorsand professionalattitudeindicatorsfromthetwocoredepartmentsoftheconstruction developmentdepartmentandtheoperationandmaintenancedepartment,andusestheexpert scoringmethodandtheanalytichierarchyprocesstocalculatetheweight.Finally,the correspondingassessmentcriteriaareformulatedforeachperformanceindicatorAccurate, completedtheWFtowercompany'snewperformanceappraisalsystemimprovementdesign. Thepaperprovidesimplementationguaranteemeasuresfromorganization,system,culture andotheraspects. Thispaperreconstructsanewperformanceappraisalsystembasedonquantitative indicators,whichcaneffectivelysolvetheproblemofrigidperformanceappraisaleffectof typicalregionalbranchesofstate-ownedenterprisessuchasWFtowercompany,andhas certainreferencesignificanceforothersmallandmedium-sizedenterprisesofthesametype.
