论文题目:zX中烟公司生产制造中心绩效考核研究 学科名称:工商管理硕士 研究生:梁冰冉签名: 指导教师:杨水利教授签名: r} `冰冉 摘要 中国是世界上烟草消费量最大的国家,拥有着将近30%的全球消费者。随着卷烟市 场的逐步规范,烟草行业的经济效益也不断提高。但是不同于一般的竞争性行业,烟草行 业目前实行的是“统一领导、垂直管理和专卖专营”的管理体制。由于这种特有的垄断性 特征,我国多数烟草企业长期以来缺乏竞争意识和忧患意识,企业内部的绩效考核多数存 在不尽完善的情况。 本文的研究对象ZX中烟公司生产制造中心是2014年由XZ卷烟厂和ZZ卷烟厂联合 异地技改而成,为长江以北最大的卷烟生产工厂。由于成立时间较短,目前正处于两厂融 合阶段,绩效考核存在一定问题。其中绩效考核的覆盖范围及控制力不强,多数考核流于 形式这一问题比较突出。定量指标虽多,但是监管力度不够,企业整体运行效率不高。近 些年,ZX中烟公司生产制造中心提出的要跻身于烟草行业第一方阵的目标。因此通过结 合该厂实际现状进行绩效考核革新尤为重要。 本文通过问卷调查以及针对访谈等形式搜集ZX中烟公司生产制造中心信息并结合 前人的相关研究成果利用层次分析法并佐以平衡计分卡法对ZX中烟公司生产制造中心 绩效考核体系进行了全新的构建,以达到改善ZX中烟公司生产制造中心当前面临的窘境 的目的,从而提升整体运行效率,助力跻身于烟草行业第一方阵的远大目标。 关键词:烟草行业;绩效考核;层次分析法;KP1 Abstract Title: Research on Performance Appraisal of ZX China Tobacco Company's Production and Manufacturing Center Major: Master of Business Administration Name:Bingran LIANG Signature二热奥州欺, Supervisor: Prof. Shuili YANG Signature: Abstract China is the country with the largest tobacco consumption in the world, with nearly 30% of global consumers. With the gradual regulation of the cigarette market, the economic benefits of the tobacco industry have continued to increase. But unlike other competitive industries, the tobacco industry currently implements a management system of "unified leadership, vertical management, and monopoly franchises." Because of this unique monopoly characteristic, tobacco companies have lacked a sense of competition and worry, and performance management has been mostly incomplete. The research object of this article is ZX China Tobacco Company's Production and Manufacturing Center, which was transformed from XZ Cigarette Factory and ZZ Cigarette Factory in 2014. It is the largest cigarette production factory north of the Yangtze River. Due to the short establishment time, there were some problems in performance evaluation during the integration of the two plants. Among them, the coverage and control of performance appraisal are not strong, and the problem that most performance appraisal is just a formality is more prominent. Although there are many quantitative indicators, there is little supervision and the overall operating efficiency of_ the enterprise is not high. In recent years, ZX China Tobacco Company's Production and Manufacturing Center has set the goal of being among the first squares in the tobacco industry. Therefore, it is particularly important to carry out performance evaluation and innovation by combining the actual situation of the plant. This paper collects information about ZX China Tobacco Company's Production and Manufacturing Center through questionnaires and interviews, and uses the analytic hierarchy process and balanced scorecard method to build a new performance appraisal system for ZX China Tobacco Company's Production and Manufacturing Center based on previous research results.
