I 摘要 在能源转型和新一轮电力体制改革齐头并进的新形势下,国家电网公司在 2019 年两会报告中提出了建设“泛在电力物联网”这一转型思路,即围绕电力系 统的各个环节,构建一个具有综合状态感知、高效信息处理、方便灵活应用等特点 的智慧服务系统,这意味着电网将向新阶段转型,即朝着物联网化和智能化方向发 展。面对着新时期、新形势、新业态,国网 A 公司亟需通过新突破和新发展来助 推公司跨越发展。主配一体化调控云平台(以下简称调控云平台)作为国网 A 公 司面向电力系统调度业务的云平台系统,汇聚了调度管理系统(OMS)以及能量管 理系统(EMS)等多系统的数据,有着丰富的电网的运行数据和先进的技术基础, 能够实现以电网为核心的多元化业务,助推公司的跨越发展。本文以国网 A 公司 调控云平台为研究对象,从如何制定和实施技术创新战略的角度出发,探究如何根 据企业内外部环境,结合自身的优势和特点进行技术创新,最终实现 A 公司的业 务多元化发展、核心竞争力提升、在 Y 市的市场份额和盈利水平的不断提高。 首先,本文通过对企业技术创新战略相关理论的研究和归纳,吸收了现有文献 的相关成果,对国网 A 公司基于主配一体化基于调控云平台的技术创新战略内、 外部环境深入分析;然后对国网 A 公司的技术创新战略进行选择和重新制定,这 一过程主要包括了技术创新的可行性和必要性分析、战略目标、战略选择、技术选 择等;最后阐述了国网 A 公司技术创新战略实施与保障措施,包括公司组织架构、 人力资源体系和战略实施过程管理等,以保障战略实施成功。 通过分析,本文认为国网 A 公司应采用自主创新与模仿创新相结合的战略, 以调控云平台现有架构为基础进行技术创新,发展以电网为核心的多元化业务,建 立独有的竞争力,以实现公司在新时期、新形势、新业态、新技术等前提条件下的 新突破和新发展——对内建成智能数据共享交换平台、向公司各部门提供全业务 链条数据查询和自动推送服务,对外依托调控云的“发-输-变-配-用”全业务生产 数据链,提供以综合能源服务为导向的电能管理、“源网荷储”一体化服务等新业 务,支撑公司更好地开展综合能源服务。 关键词:电力系统,主配一体化,调控云平台,技术创新战略ABSTRACT II ABSTRACT Now facing the new situation of energy transition and the Reform of the Electric Power System, the State Grid of China proposed a transformation of ideas, to building the “Ubiquitous Electric Internet of Things”, in the report of the third and fourth workers' congress and the 2018 working conference in 2019. That is, to build a comprehensive State-aware, efficient information processing, convenient and flexible application and other characteristics of the intelligent service system, which means that the power grid will transform to a new stage, that is, toward the development of the Internet of Things and intelligence. Facing the new era, new situation, and new business format, State Grid A Company urgently needs new breakthroughs and new developments to help the company leapfrog development. The power dispatching control cloud platform for the integration of main power grid and distribution network is a cloud platform system for the power system dispatch business of State Grid A Company, which aggregates data from multiple systems such as the dispatch management system (OMS) and energy management system (EMS). With a wealth of power grid operating data and advanced technology foundation, it can realize diversified businesses centered on power grids and boost the company's leapfrog development. This article takes the State Grid A company's power dispatching control cloud platform as the research object, from the perspective of how to formulate and implement a technological innovation strategy, and how to explore the internal and external environment of the enterprise, combined with its own advantages and characteristics to carry out technological innovation, and finally achieve A variety of services to improve the competitiveness of the enterprise, increase the power market share and profitability of A company in Y city. First of all, this paper absorbs the relevant achievements of existing literature through the study and induction of relevant theories of enterprise strategic management, and deeply analyzes the internal and external environment of State Grid A Company’s technological innovation strategy based on the power dispatching control cloud platform for integration of main power grid and distribution network. The second step is to redesign the technological innovation strategy of State Grid A Company, which mainly includes the feasibility and necessity of technological innovation, strategic goals, strategic choices, technology choices, etc. Finally, it elaborates on the implementation and safeguardABSTRACT III measures of State Grid A’s technological innovation strategy, including company organization Structure, personnel management system and strategy implementation process management, etc., to ensure the successful implementation of technology innovation strategy.
