I 摘要 坚持党的领导、加强党的建设,是我国国有企业的光荣传统和独特政治优势。 然而,传统要在新形势下进行传承创新才有生命力,政治优势也要在企业运营中 转化才能发挥作用。实现创新和转化的首要前提是要在现代企业制度框架下,找 到党组织工作与企业各项经营管理任务的有机结合点,通过融入中心、协调资源、 提高能力,使党建工作成为企业管理链条和价值链条上的重要一环,真正将党组 织的作用渗透到公司管理的方方面面,落实国有企业党组织“把方向、管大局、保 落实”的领导作用。 本文将国有企业党的领导作用发挥作为研究课题,选取在国有企业中具有典 型性和代表性的创建于国家三线建设时期的大型国有企业 QJ 公司作为研究对象, 通过 QJ 公司党组织在围绕公司产品质量提升工作中的领导作用发挥的具体案例, 从 QJ 公司管理机制、组织设计形式、具体实施模式等方面,充分论证党对国有企 业的领导,进一步把握国有企业党的领导作用发挥与经营管理工作的关系,得出 在国有企业经营过程中如何实现党的领导的具体路径。通过对案例企业的剖析, 希望从管理学、组织行为学、企业文化等角度,从更高的理论层次,研究 QJ 党组 织参与公司具体管理实践工作的内在逻辑,旨在为国有企业党组织参与公司管理 提供一些参考与借鉴,为进一步优化企业党组织工作机制,充分发挥党组织领导 作用具有一定的实践价值。 本文选择对 QJ 公司党组织参与质量提升项目这一案例进行分析,结合对 QJ 公司各个层面员工、管理者等人的访谈,得到如下核心观点,(1)党组织在国有 企业的管理中起着重要作用,党组织能够从企业文化、调节利益矛盾、人文关怀、 思想道德等方面来发挥作用;(2)党组织在管理中发挥作用的核心机理在于影响 思想体系,而思想体系又可以从无形之中对企业的各个层面产生影响,最后达到 推动整个公司管理的目的。 关键词,党组织,管理作用,思想体系,质量管理提升ABSTRACT II ABSTRACT Upholding the Party's leadership and strengthening Party building is the glorious tradition and unique political advantage of China's state-owned enterprises. However, the tradition must be inherited and innovate in the new situation to have vitality, and political advantages must be transformed in daily enterprise operations to take effect. The primary premise for innovation and transformation is to find the organic combination of Party organization work and various business management tasks under the framework of modern enterprise system. By integrating into the core of management, coordinating resources and improving capabilities, the Party building work can truly become an important part of the enterprise management chain as well as the value chain, and thus penetrates all aspects of corporate management and finally the Party organization leadership of pointing direction, managing overall situation and ensuring execution can be fulfilled. This thesis takes the leadership role of the Party organization of the state-owned enterprise as the research topic, and selects the typical and representative large-scale state-owned enterprise QJ, which was established in the country's third-line construction period as the research object. Through the specific case study of how the Party’s leadership role was played in QJ’s product quality improvement project, and from the various aspects of corporate management mechanism, organizational design form and specific implementation model, this thesis fully demonstrates the Party’s leadership of state-owned company, and further grasps the relationship between Party’s leadership and business management, and finally analyze and draw to the conclusion of the specific mechanism and path of how to realize the Party’s leadership in the process of state-owned enterprises management. Through the analysis of the case company, the thesis dedicates to analyze the intrinsic logic of QJ Party organization in participation of specific corporate management from the perspectives of management, organizational behavior, corporate culture and higher theoretical level. It aims to provide a certain degree of reference for Party organization of the state-owned company to participate in the corporate management, and to have certain practical value for further improving the working mechanism of the Party organization and give full play to the Party’s leadership role.ABSTRACT III Through the case study of Party organization in participation in the quality improvement project in combination with interviews with employees and managers of QJ company, the thesis draws the following conclusion, that: (1) Party organizations play an important role in the management of state-owned enterprises. Party organizations can play a role through aspects of corporate culture, regulating interest conflicts, human care, and morality. (2) The core mechanism of Party organizations to take effect is the influence of ideology system. And the ideology system can influence the various levels of the enterprise subtly and finally promoting the management of the company.
