摘要 我国企业社会责任运动的兴起源于对一系列事件的反思,如 2008 年王石捐款事件、 王老吉捐款事件、三鹿奶粉事件等。近年来,国家提出的构建和谐社会、精准扶贫等国 家战略,对企业社会责任又有了新的要求。中国邮政集团作为国企,在履行社会责任方 面工作起步较早,但当前面临很多挑战和问题,不利于企业的发展和企业竞争力的提升。 在此背景下,研究如何提升中国邮政集团企业社会责任的履行能力就显得不仅必要而且 有突出的社会意义。 本文将首先采用文献分析法,对国内外企业社会责任的相关文献进行了梳理和研究, 并在利益相关者理论和企业社会责任金字塔理论的基础上构建了本文的企业社会责任 概念模型。该模型很好的回答了企业为什么要承担社会责任,企业社会责任的内容有哪 些,并作为后续研究的理论基础。其次,本文将采用案例分析法和实地调研法,结合概 念模型中企业社会责任的内容(法律责任、核心利益相关者责任、公共责任三个层次) 重点分析了邮政集团企业社会责任履行现状,肯定其成就的同时指出其存在的问题,并 分析了问题产生的深层次原因。最后,本文将提出改善中国邮政集团企业社会责任的对 策和建议,即企业应树立正确的社会责任价值观,加强企业社会责任沟通机制和管理体 系建设,提高企业经营能力,实现经济责任和社会责任的统一。 通过本文的分析,作者希望能够对国内企业社会责任的理论研究有所贡献,并能够 对中国邮政集团加强企业社会责任价值观、制度和管理体系建设,提升企业社会责任的 履行能力,实现企业的可持续发展提供有益借鉴。 关键词,中国邮政集团,企业社会责任,利益相关者III ABSTRACT The rise of China's corporate social responsibility movement stems from the reflection on a series of events, such as Wang Shi's donation in 2008, Wang Laoji's donation, and Sanlu milk powder event, etc. In recent years, the national strategy of building a harmonious society and targeted poverty alleviation promoted by the state has put forward new requirements for corporate social responsibility (“CSR”) . As a state-owned enterprise, the China Post Group is one of the pioneers in fulfilling its social responsibility. However, it also faces many challenges and problems which are not conducive to its development and competitiveness. In this context, research on how to improve the ability of postal enterprises in fulfilling social responsibility is not only indispensable but also meaningful. In this paper, literature analysis method is adopted to sort out and to study relevant literature on CSR at home and abroad. The paper starts with building the CSR concept model on the basis of stakeholder theory and corporate social responsibility pyramid theory. This model well answers why enterprises should undertake social responsibility and what are the contents of CSR, and serves as the theoretical basis for subsequent research. Furthermore, the case analysis method and field research method are adopted to analyze the status quo of CSR fulfillment of postal group based on the content--legal responsibility, core stakeholder responsibility, and public responsibility--of corporate responsibility in the concept model. In the meantime, the paper will study the achievements, point out the problems, and analyze the underlying causes of the problems regarding the CSR fulfillment of postal group. Finally, it puts forward the countermeasures and suggestions to improve the corporate social responsibility of the China Post Group, sets up the values of CSR, strengthen the construction of communication mechanism and management system of corporate social responsibility, improve the business ability of enterprises, and realize the unity of economic and social responsibility. Through the analysis of this paper, the author hopes to contribute to the domestic theoretical research on CSR, the development of the CSR values, institutions and management system of the China Post Group, and further to enhancing the ability of the China Post Group in fulfilling CSR and finally to realizing the enterprise's sustainable development.
