近些年来 ， 我国 石油企业幵始使用 Ｈ Ｓ Ｅ 管 理绩效评价来衡量企业的 Ｈ ＳＥ 管 理 实 施 效果 ， ＨＳＥ 管理绩效评价帮助 企业 清楚 和 了 解 了 自 身 Ｈ Ｓ Ｅ 绩 效 水 平 以 及 Ｈ Ｓ Ｅ 管 理 中 存 在 的 问 题 ， 对 Ｈ Ｓ Ｅ 管 理 水 平 的 改 进 和 提 高 提 供 了 指 导 ， 为 石 油 企业 的 良 性 发 展和 健 康 、 环 保 和 安 全 风 险 控 制 做 出 了 重 要 支 撑 。 但 由 于 国 内 的 Ｈ Ｓ Ｅ 管 理 绩 效 评 价 目 前 还处 于 探 索 和 初 步 应 用 阶 段 ， 所取得 的 效 果 还 不 够 理 想 ， 还 需 要针对企业 的 生 产 特 点 对 Ｈ Ｓ Ｅ 管 理 绩 效 评价 不 断 进 行 优 化 和 改 进 。 本文通过 文 献研 究 法 、 现场 访 谈 法 、 案 例 研 究 法 等 研 究 方 法 ， 以 Ｃ Ｑ 钻 井 总 公 司 作 为 研 宂 对 象 ， 对 Ｃ Ｑ 钻 井 总 公 司 Ｈ Ｓ Ｅ 管 理 绩 效 评 价 相 关 问 题进 行 了 分 析 和 研 究 。 首 选 ， 通过对 Ｃ Ｑ 钻 井 总 公 司 的 Ｈ Ｓ Ｅ 管 理绩 效 评 价 现状 进 行 分 析 ， 确 定 出 目 前 的 Ｈ Ｓ Ｅ 管 理 绩 效 评价 存 在 问 题包 括 ： 评 价 内 容 不 完 善 、 评价 指 标 权 重 不 合 理 以 及评 价 流 程缺乏 相 应 的 监管 。 然 后 ， 针对 存 在 的 问 题 在 查 阅 文 献 和 借 鉴 前 人 的 研 究 成 果 和经验基础上 ， 通过评 价 内 容 、 评 价 指 标 权 重 及评 价 流 程 优 化 等 措 施 对 现 有 评 价 方 案 进 行 了 改 进 ， 并 对 优 化 后 的 Ｈ Ｓ Ｅ 管 理 绩 效 评 价 方 案 的 评 价 效 果 进 行 了 分 析 。 最 后 ， 对 优 化后 的 Ｈ Ｓ Ｅ 管 理 绩 效 评 价 方 案 并 提 出 了 ４ 个 方 面 的 保 障 措 施 ， 包 括 持 续 优 化 Ｈ Ｓ Ｅ 管 理 绩 效 评 价 内 容 、 创 新 Ｈ Ｓ Ｅ 管 理 绩 效 评 价 手段 、 完 善 Ｈ Ｓ Ｅ 管 理 绩 效 评 价 体 系 及约 束 机 制 和 强 化 考 评 队 伍 建 设 ， 为 Ｃ Ｑ 钻井 总 公 司 Ｈ Ｓ Ｅ 管 理 绩 效 评 价 体 系 的 进 一 步 改 进 和 提尚 提供 了 参 考 。 关 键 词 ： 钻 井 公 司 Ｈ Ｓ Ｅ 管 理 绩 效 评价 论 文 类 型 ： 应 用 基 础Subject:Research on HSE Management Performance Evaluation of CQ Drilling Company Speciality: Name: Instructor: Business Administration Ch en Lei (signature)_必丛‘全纽 Huang Li (signature ABSTRACT In recent years, China's oil companies have begun to use HSE management performance evaluation to measure the effectiveness of their HSE management implementation: HSE management performance evaluation has made important support for the sound development of oil companies and the control of health, environmental protection and safety risks.
