根据广州市委、市政府关于城市“公交优先”的交通发展战略，广州的 BRT 发展策略 是，配合地铁网络的发展，填补轨道交通网络未覆盖地区或暂时替代轨道交通远期规划 线路，是地铁系统的有效补充、延伸和过渡。利用其建设周期短、投资少、见效快的特 点，弥补地铁建设的空缺，是多层次、多平面的立体化广州大交通的一个补充形式。本 文立足于广州交通发展的实际，通过运用定性与定量分析相结合、实地调研、资料分析 等常规方法，对即将投入使用的中山大道快速公交(BRT)系统的运营管理进行可行性分 析，并对其规划建设情况进行追踪阐述，同时借助对国内外部分城市 BRT 系统运营管 理经验的研究，吸取其成熟经验，以获取对广州发展 BRT 项目的有益启示；亦通过这 些基本分析方法的运用，综合分析中山大道 BRT 试验线投入运营管理后可能存在的不 利因素，提出加强和改善广州中山大道 BRT 试验线的运营管理等问题的应对之策。本 文的背景是城市交通发展迅速，但却受到交通拥挤、环境污染、市民乘车难等问题的困 扰，为有效解决诸多交通难题，促进广州多层次公共交通网络的构建和发展，交通部门 拟接手中山大道 BRT 试验线的运营管理，而这一系统的运行势必对传统公交产生一定 冲击，甚至影响整个城市的交通格局。面临这一新形势，如何发展好、运营和管理好中 山大道 BRT 试验线，成为广州交通行业亟需应对的重大挑战。文章认为，广州应在大 力发展城市快速公交系统的基础上，重点加强对中山大道 BRT 试验线的运营管理，为 未来扩大这一系统的建设规模和范围积累符合广州实际的运营管理经验，从而建立起科 学合理的城市快速公交系统运营管理体系。 本文第一章主要对选题背景、意义、国内外研究现状以及研究的内容和方法进行综 述；第二章对公共管理相关理论进行概述；第三章主要介绍中山大道现状公交线网设置 及 BRT 试验线规划建设情况；第四章对中山大道 BRT 试验线项目投入运营后将会产生 的经济效益、社会效益以及可能产生的不利因素进行预测分析，提出运营管理目标；第 五章对国内外具代表性的 BRT 项目发展现状进行概述，并指明其成功经验对广州快速 公交系统在运营管理方面可资借鉴的做法和启示；第六章以广州市委、市政府相关文件 为直接依据，提出规范广州中山大道 BRT 试验线项目运营管理应采取的诸多细化措施。 关键词，广州；城市快速公交系统；效益分析；可行性研究Abstract According to the Guangzhou municipal government on the City bus priority traffic development strategy, Guangzhou BRT development strategy is: with the development of the MTR network to fill the areas not covered by rail transport network or a temporary alternative to long-term planning rail transit lines, is a subway system an effective supplement, extension and transition.
